【摘要】 近年来机场货运站在物流经济发展和运输救灾物资中凸显出其重要的经济和国家安全地位,中川机场货运站也处在机场三期拓建的时期,应紧抓其政策机遇,实现跨越式的发展。因此,货运站进出港业务流程优化关系到未来效益目标的实现,这是摆在货运站面前紧迫且现实的问题,对货运站来说极具挑战。本文以兰州中川机场货运站为研究对象,运用现场调研、勘测调查等方法对其进出港业务流程现状进行研究。一方面,帮助中川机场货运站查找出进出港业务流程的问题,提供优化策略,为货运站未来持续发展打下坚实的基础;另一方面,希望能为其他企业改善业务流程提供参考。本文沿着查找问题、分析问题和解决问题的思路开展。首先查找和学习国内外机场货运站发展的相关文献,对货运站流程优化的基础概念和理论有了深入的认识,为之后的分析打下理论基础;其次对机场货运站的背景进行简单介绍,运用价值链的方法详细阐述了货运站的相关活动,为之后流程分析做好准备;再次,通过对货运站进出港业务流程操作任务环节进行细化,测量出每一项操作的时间和距离,找出流程操作往返距离和时间滞留的瓶颈节点,找出包括:操作任务节点较多、布局不完善,信息化程度低等方面的问题,为制定优化方案做好准备;最后,以问题为导向,将操作节点、布局和信息化三个要素为优化的着力点,提出具体的优化方案,具体包括:在进出港流程操作任务中简化合并,通过合并和删除重复环节。在布局优化中合理增加货运区,打破当前货物高峰期中转效率低的瓶颈。在信息优化中针对客户排队等待和单据反复检查审核环节,借助信息平台优化为数据处理,从而实现优化目标。本文的研究成果对兰州中川机场货运站在针对解决上述流程问题的过程中,更好的做到全局统筹,提供了新的思路。在运行实施保障措施过程中有一定的实践参考价值。完善的保障措施还可以提高货运站的决策能力、内部部门的沟通协调能力,提高人员绩效,紧抓政策导向发挥货运站在航空物流中的竞争优势。更多还原

【Abstract】 In recent years,the airport cargo terminal has highlighted its important economic and national security status in the development of logistics economy and the transportation of disaster relief materials.The Zhongchuan Airport cargo terminal is also in the period of the third phase of the airport expansion.It should seize its policy opportunities to achieve leapfrogging development.Therefore,the optimization of the inbound and outbound business process of the freight terminal is related to the realization of the future benefit goal.This is an urgent and realistic problem before the freight terminal and it is extremely challenging for the freight terminal.This article takes Lanzhou Zhongchuan Airport Cargo Terminal as the research object,and uses on-site investigations,surveys and other methods to research on the status of inbound outbound cargo processes.On the one hand,it helps the cargo terminal of Zhongchuan Airport to find out the problems in the inbound and outbound cargo process process,provides optimization strategies,and lays a solid foundation for the sustainable development of the cargo terminal in the future;on the other hand,it hopes to provide reference for other companies to improve their cargo processes.The idea of studying the problem in this article is to find,analyze and solve the problem.First,find and study the relevant literature on the development cases of domestic and foreign airport cargo terminals,and have an in-depth understanding of the basic concepts and theories of cargo terminal process optimization,and lay a theoretical foundation for the subsequent analysis;Secondly,a brief introduction to the background of the airport cargo terminal,using the value chain method to elaborate on the relevant activities of the cargo terminal,to prepare for the subsequent process analysis;Thirdly,by refining the operational task links of the terminal’s inbound and outbound cargo process,measure the time and distance of each operation,find out the bottleneck nodes of the process operation round-trip distance and time consumption,and find out the following: there are many operational task nodes,The layout is not perfect,the degree of informatization is low and so on,to prepare for the development of an optimized plan;Finally,problem-oriented,the three elements of operation nodes,layout and informatization are the focus of optimization,and specific optimization schemes are proposed,including: simplifying and merging in the operation tasks of inbound and outbound cargo process,and merging and deleting duplicate links.Reasonably increase the freight area in the optimization of the layout,and break the bottleneck of the low transfer efficiency of the current cargo peak period.In the information optimization,customers are waiting in line and the documents are repeatedly checked and reviewed,and the information platform is used to optimize data processing to achieve the optimization goal.The research results of this article provide new ideas for the Lanzhou Zhongchuan Airport Cargo Terminal to better achieve overall planning in the process of solving the above-mentioned problems.There is a certain practical reference value in the process of operation and implementation of safeguard measures.Perfect safeguard measures can also improve the decision-making capabilities of the freight terminal,the communication and coordination capabilities of internal departments,improve personnel performance,and focus on policy guidance to give full play to the competitive advantages of the freight station in aviation logistics.更多还原
