【摘要】 干休所是上世纪八十年代,在市场经济时代大背景下国家集中安置离休干部的场所,旨在让大批到龄离休干部群体走下高原,享受异地安置政策,是我国特殊时代的特殊养老机构。干休所通过发挥其职能,落实离休干部生活待遇和政治待遇,保障住所离休干部的日常生活,文化,养老需求。随着经济社会和科学技术的飞速发展,人口老龄化已成为整个社会需要共同面对的问题。干休所原有的封闭、自我的静态管理模式已经无法满足老龄化背景下的老年人口的养老需求,干休所、社会福利养老院等养老机构的发展都面临老龄化、高龄化的这一特定困境,怎样突破这一困境继续寻求发展成为了包括干休所在内的养老服务机构亟需解决的问题,干休所迫切面临着突破困境、转型发展的问题。为此,本文在融合新公共管理、社会保障理论和马斯洛需求层次理论的基础上,通过文献研究法、归纳总结法、案例分析法以及实地访谈等研究方法研究转型时期干休所的发展现状和面临的问题,并对Q省驻外干休所的实际数据进行相应分析。在此基础上,再借鉴美国、日本等发达国家有关退休金、养老改革方面的相关做法,对转型时期我国干休所的三大发展模式做出展望:一是开发与运营模式的多样化选择;二是建立政府主导、社会协作的养老服务模式;三是构建多方社会力量参与的养老服务模式,以期为突破当前干休所面临的困境提供一定的解决思路。更多还原

【Abstract】 In the 1980s,under the background of the era of market economy,the state concentrated resettlement of retired cadres,in order to allow a large number of retired cadres to go down the plateau,enjoy the resettlement policy,is a special pension institutions in China’s special times.Through the development of its functions,the dry rest center implements the retired cadres’ living and political treatment,and ensures the daily life,culture and pension needs of the retired cadres.With the rapid development of economy,society and science and technology,population aging has become a common problem that the whole society needs to face.Give up the original closed,static management model has been unable to meet the needs under the background of aging population of the elderly pension,give up,the development of social welfare pension institutions such as nursing home are aging,aging of this particular predicament,how to break this dilemma became,including give up,continue to seek development for pension services,give up is faced with break through the dilemma,the transformation of development problems.In this paper,the integration of new public management,social security theory and maslow’s hierarchy of needs,on the basis of through literature research,sum up method,case analysis method,and the methods of on-the-spot interview research transformation period give up development present situation and problems,and to the data of Q province foreign give up corresponding analysis.On this basis,and draw lessons from the United States,Japan and other developed countries on pension,pension reform related to the three development models of China’s rest in the transition period to make prospects: first,the development and operation model of diversified choices;Second,the establishment of government-led,social cooperation of the elderly service model;The third is to construct the model of pension service with the participation of multiple social forces,so as to provide some solutions to break through the current predicament.更多还原
