【摘要】 政务信息安全既是国家安全的重要组成部分,也是商业秘密和个人隐私的重要防护屏障。怎样有效的为政务信息提供安全保护,是目前电子政务系统建设面临的重大课题。传统的电子政务研究侧重于信息共享的层面,专注于如何通过信息化手段实现对传统政务模式的迭代,这就决定了在这些研究中,信息安全问题只是其研究篇幅的一小部分。从笔者对电子政务相关著述研究来看,电子政务信息安全问题更多是以篇章等碎片化形式呈现,少有专门系统的研究专著。更应该看到,数字政府作为近两年新兴的概念,是在继承传统电子政务的基础上的升级换代,无论从技术层面,还是从学术研讨层面,都具有新的自有特征。尤其应该引起注意的是,数字政府的信息交换和存储更多是以云端的形式出现,其安全管理的重要性和复杂性远超以往,及时对其进行研究分析具有重要的现实意义。基于以上原因,结合自身工作经验,笔者在本论文中将主要研究数字政府建设背景下的湖北省政务信息安全管理问题。政务信息安全是电子政务的基础,它不仅是一个技术问题,更属于公共管理的范畴,所以,论文将以湖北省数字政府建设实践经验作为第一手材料,通过公共管理的最新理论和研究方法,结合信息安全管理中的一些独有特点和防护要求,对湖北省数字政府建设中存在问题和原因逐层解读,认真剖析,结合国外发达国家在数字政府信息安全管理建设中的经验,根据湖北省数字政府建设的实际情况,对数字政府的信息安全管理提出具有针对性和现实意义的管理对策。论文共有六个章节。第一章绪论,对党中央加快推进数字政府建设的大背景下,研究湖北省数字政府建设中信息安全管理的意义进行综述,并介绍了本论文借鉴参考的文献资料、论文研究方法和内容,同时得出论文的三个创新点,即研究对象的参考性、研究主题的时效性和对策建议的创新性。第二章基础概念和理论阐述,对数字政府建设和信息安全管理的关联性概念进行介绍,引入论文使用的四个主要理论分析工具。第三章湖北省数字政府建设中信息安全管理现状,一方面,介绍湖北省数字政府建设情况,包括湖北省在全国所处的位置、建设规划、实施情况和建设成果;另一方面,介绍湖北省数字政府政务信息安全管理实践,包括信息安全管理的部门、制度和具体内容。第四章湖北省数字政府建设中信息安全管理问题及原因分析,提出湖北省数字政府建设中信息安全管理中存在的四大问题,根据问题分析出相应的四个原因。第五章国外政务信息安全管理经验启示,通过对美、欧、俄等三个国家的典型案例分析,得出三点数字政府建设信息安全管理启示,分别是:重视政务信息安全法制建设;注重政务信息安全管理体系建设;注重政务信息安全意识和能力培养。第六章湖北省数字政府建设中信息安全管理对策建议,结合湖北省数字政府建设中信息安全管理实际,从管理理念、技术防护、管理体系和运行体系等四个角度提出完善湖北省政务信息数据安全管理的具体对策,为湖北省乃我国其他省市数字政府建设中的信息安全管理提供借鉴。更多还原

【Abstract】 Government information security is not only an important part of national security,but also an important protective barrier of trade secrets and personal privacy.How to effectively provide security protection for government information is a major issue facing the construction of e-government system at present.The traditional e-government research focuses on the level of information sharing,focusing on how to achieve the iteration of the traditional government model through information means,which determines that in these studies,the issue of information security is only a small part of the research space.From the author’s research on the relevant works of e-government,the problems of e-government information security are more presented in the form of fragments such as chapters,and there are few specialized and systematic research monographs.It should be noted that as a new concept in the past two years,digital government is an upgrading on the basis of inheriting the traditional e-government,no matter from the technical level,or from the academic level,it has its own characteristics.In particular,it should be noted that the information exchange and storage of digital government is more in the form of the cloud,and its security management is far more important and complex than before,so it is of great practical significance to study and analyze it in time.Based on the above reasons,combined with my own work experience,the author will mainly study the security management of government information in Hubei Province under the background of digital government construction.Government information security is the foundation of e-government,it is not only a technical problem,but also belongs to the category of public management.Therefore,the paper will take the practical experience of digital government construction in Hubei Province as the first-hand material,through the latest theories and research methods of public management,combined with some unique characteristics and protection requirements in information security management,the problems and causes in the construction of digital government in Hubei Province are interpreted layer by layer,carefully analyzed,combined with the experience of foreign developed countries in the construction of digital government information security management.According to the actual situation of the construction of digital government in Hubei Province,this paper puts forward some targeted and practical countermeasures for the information security management of digital government.The thesis consists of six chapters.The first chapter is introduction,which summarizes the significance of studying information security management in the construction of digital government in Hubei Province under the background of accelerating the construction of digital government by the Party Central Committee.It also introduces the reference literature,research methods and contents of this paper,and obtains three innovative points of the paper,namely,the reference of the research object,the timeliness of the research theme and the innovation of countermeasures and suggestions.The second chapter describes the basic concepts and theories,introduces the concept of relevance between digital government construction and information security management,and introduces the four main theoretical analysis tools used in this paper.The third chapter is the present situation of information security management in the construction of digital government in Hubei Province.on the one hand,it introduces the construction of digital government in Hubei Province,including the position,construction planning,implementation and achievements of Hubei Province in the whole country;on the other hand,this paper introduces the practice of information security management of digital government in Hubei Province,including the departments,systems and specific contents of information security management.The fourth chapter is the analysis of the problems and causes of information security management in the construction of digital government in Hubei Province,puts forward the four major problems existing in the information security management in the construction of digital government in Hubei Province,and analyzes the corresponding four reasons according to the problems.The fifth chapter is the experience and enlightenment of foreign government information security management.through the analysis of typical cases in the United States,Europe and Russia,three points of digital government construction information security management enlightenment are obtained,which are:attach importance to the legal construction of government information security;pay attention to the construction of government information security management system;pay attention to the cultivation of government information security awareness and ability.The sixth chapter is the countermeasures and suggestions of information security management in the construction of digital government in Hubei Province,combined with the reality of information security management in the construction of digital government in Hubei Province,this paper puts forward the specific countermeasures to improve the security management of government information data in Hubei Province from the perspectives of management concept,technical protection,management system and operation system,so as to provide reference for the information security management in the construction of digital government in other
