【摘要】 伴随着水利工程建设,水库移民应运而生。水利工程建设的关键部分就是移民安置。新中国成立以来,我国建设了许多水利工程,在防洪减灾、农业灌溉、水利发电等方面发挥了巨大的经济社会效益,但也导致了很多的移民搬迁。由于历史因素和经济水平等诸多原因,移民生产生活水平不高的现象还是没有消除。因此,探索研究水库移民安置,推动移民生产生活水平改善,具有重要的现实意义。本论文在文献综述的基础上,主要依据外部性理论、区位理论、土地供给理论和帕累托最优理论,对自贡市小井沟水库移民安置现状进行了分析,通过与河北省桃口林水库、四川省楼房湾水库、江西省大坳水库、浙江省珊溪水库、四川省大坡上水库等5个典型案例进行对比,梳理归纳出了自贡市小井沟水库移民安置存在的问题:安置补偿补助标准低影响移民生活水平、后期扶持措施落实不到位、基础设施落后影响移民生存发展环境、移民自身素质较差导致发展门路单一、移民管理体制不顺机制不全等。基于此,提出了科学合理补偿补助水库移民、加大水库移民后期扶持、加强移民安置区基础设施建设、建立健全水库移民安置的管理体制机制、完善水库移民的政策法规等对策建议,可为相关区域水库移民问题探究与实践提供一定的借鉴和参考。更多还原

【Abstract】 The emergence of reservoir migrants is accompanied by the construction of water conservancy projects,and the resettlement of reservoir migrants is an important part of them.Since the founding of the People’s Republic of China,China has built a lot of water conservancy projects,which have brought a huge economic and social benefits in flood control and disaster reduction,agricultural irrigation,hydropower generation and other aspects,but also led to a large number of migrants relocation.Due to historical development,economic conditions and other reasons,immigrants still have low production and living standards.Therefore,it is of great practical significance to study the resettlement of reservoir migrants and improve their production and living standards.This paper mainly analyzes the resettlement mode of Xiaojinggou Reservoir in Zigong City based on externality theory,location theory,land supply theory and Pareto optimal theory.Compared with five typical cases,such as Taokoulin Reservoir in Hebei Province,Loufangwan Reservoir in Sichuan Province,Daao Reservoir in Jiangxi Province,Shanxi Reservoir in Zhejiang Province,and Daposhang Reservoir in Sichuan Province,we sorted out and summarized the problems existing in the resettlement mode of Xiaojinggou Reservoir in Zigong City: limited environmental capacity of resettlement due to insufficient land resources,backward infrastructure affecting the living and development environment of immigrants,low resettlement compensation and subsidy standards affecting the living standards of immigrants,and poor personal ability of immigrants themselves leading to a single development path.To solve the above problems,this paper puts forward the following suggestions: correctly positioning the functions and roles of the government,improving the policies and regulations of reservoir migrants,establishing and perfecting the management system and mechanism of resettlement of reservoir migrants,scientifically and rationally compensating and subsidizing reservoir migrants,and increasing the support of reservoir migrants in the later stage.This study has certain reference and guiding significance for the similar research.更多还原
