【摘要】 目前,世界主要货币的小面额币种大多采用硬币形式,而我国小面额货币却是纸币与硬币混合流通,小面额货币纸币与硬币混合流通是我国人民币印制能力与结构、发行基金调运能力与模式所决定的。究其原因主要是因为我国存在硬币印制能力相对不足、人民银行发行机构调运能力难以适应等问题。最终导致小面额纸硬币流通不畅,尤其是大量硬币“沉睡”在企业和群众手中。为了确保社会上硬币流通量充足,人民银行不得不加大硬币的投放量,每年投放市场的硬币沉淀量在逐年增加,不仅降低了硬币的流通速度,而且还造成国家生产、运输、投放硬币的成本增加及社会资源的浪费,因此政府对硬币流通的干预和管理备受广泛关注。为了保证小面额货币供应稳定,同时为了有效激活企业和群众手中沉淀的硬币,使硬币最大限度地发挥支付流通功能,中国人民银行总行提出构建硬币自循环流通管理体系的倡议,旨在解决小面额硬币流通不畅问题,打通小面额硬币循环渠道,加强硬币流通环境建设,提高硬币流通管理的能力,从而促进硬币自循环,为小面额货币硬币化普及、小面额硬币整洁度提高创造必要条件。本研究主要通过文献研究法、案例研究法、调查分析法,以延吉市硬币流通管理情况为切入点,基于整体性治理理论,分析延吉市硬币流通管理中存在的问题,剖析其深层原因。延吉市硬币流通管理过程中存在的主要问题有:在价值理念方面,政府机构社会服务意识淡薄、银行业金融机构重视企业盈利而忽视社会责任;在组织体系方面,政府机构与银行业金融机构权责划分不明、硬币流通管理体系尚不完善;在制度机制方面,硬币流通监督管理机制不健全、缺乏完善的奖惩及调查评估机制;在手段环境方面,硬币回笼手段和环境相对滞后、尚未搭建硬币预约调剂信息平台。究其原因主要包括:价值导向的偏差、组织体系的混乱、管理制度的缺失、以及流通手段的落后。同时,基于国内外先进经验及整体性治理理论的借鉴启发,活跃硬币流通状况,加强硬币流通管理。并最终提出了以下几点对策建议:其一,转变正确价值导向。具体为:提高服务理念,树立正确社会责任意识。积极宣传引导,营造硬币流通良好环境;其二,加强组织体系建设。具体为:明确主体责任,稳定社会硬币回笼情绪。健全流通体系,确保硬币流通有序循环;其三,建立健全监管机制。具体为:完备相应制度,保障硬币流通有法可依。制定奖惩机制,鼓励共同参与硬币流通;其四,拓宽调剂回笼渠道。具体为:丰富回笼手段,借助科技提高回笼效率。搭建信息平台,促进多方之间调剂预约。更多还原

【Abstract】 At present,most of the small denomination currencies in the world are in the form of coins,while the small denomination currency in China is mixed circulation of banknotes and coins.The mixed circulation of small denomination currency banknotes and coins is determined by the printing capacity and structure of RMB in China,as well as the distribution capacity and mode of the issuing fund.The main reason is that China’s coin printing capacity is relatively insufficient and the issuing organs of the People’s Bank of China are difficult to adapt to such problems.As a result,the circulation of small denomination paper coins is not smooth,especially a large number of coins "sleep" in the hands of enterprises and the public.Coins in circulation in order to ensure that society is enough,the people’s bank had to increase the supply of the coin,and every year on the market of coin precipitation volume increased year by year,not only reduces the velocity of the coin,but also causes national production,transportation,delivery cost and the waste of social resources of the coin,so the government intervention and management of circulation of coin has wide public concern.In order to guarantee the stability of small denomination currency supply,at the same time,in order to effectively activate the enterprise and the hands of precipitation a coin,the coin maximize pay the circulation function and the People’s Bank of China head office,proposes coins from circulation circulation management system initiative,aims to solve the problem of small denomination coins circulation,through small coins circulation channels,strengthen the construction of coins in circulation environment,improve the ability of coins in circulation management,thus promoting coins from circulation,in small denomination currency popularize,small denomination coins cleanliness create necessary conditions.Through literature research,case study and investigation analysis,this study takes the coin circulation management in Yanji City as the entry point,and based on the holistic governance theory,analyzes the problems existing in the coin circulation management in Yanji City,and analyzes its deep causes.The main problems in the process of coin circulation management in Yanji City are as follows:in terms of value concept,the government institutions have a weak sense of social service,the banking financial institutions pay attention to corporate profits but ignore social responsibility;In terms of organizational system,the division of powers and responsibilities between government institutions and banking financial institutions is unclear,and the coin circulation management system is not perfect.In the institutional mechanism,the coin circulation supervision and management mechanism is not perfect,lack of perfect reward and punishment and investigation and evaluation mechanism;In terms of means and environment,the means and environment of coin collection are relatively backward,and the information platform of coin reservation and adjustment has not been established yet.The main reasons include: the deviation of value orientation,the disorder of organization system,the lack of management system,and the backward circulation means.At the same time,based on the advanced experience at home and abroad and the reference and inspiration of the overall governance theory,active coin circulation,strengthen coin circulation management.Finally put forward the following countermeasures and suggestions: First,change the correct value orientation.Specifically: improve the service concept,establish a correct sense of social responsibility.Positive publicity and guidance to create a good environment for coin circulation;Second,we need to strengthen the building of the organizational system.Specific for: clear subject responsibility,stable social coin return emotion.Improve the circulation system to ensure the orderly circulation of coins;Third,we need to improve systems and institutions.Specifically: complete the corresponding system to ensure that the circulation of coins have laws to follow.Establish reward and punishment mechanism to encourage common participation in coin circulation;Fourth,broaden the channel of science and technology return.Specifically,to enrich the means of recycling,with the help of science and technology to improve the efficiency of recycling.Set up an information platform to promote the appointment between different parties.更多还原
