【摘要】 国民经济收入水平的不断提高,人们传统消费思想的改变,对休闲娱乐的方式有更多的选择权,水域休闲体育作为休闲体育产业的一种形态,传统的、浅层次的观光旅游方式已无法满足人们的生活需要,在逐渐城镇化的趋势下,他们更倾向于走出高楼大厦,去亲近自然,寻找更多与自然接触的机会,在体验自然风景的同时收获不一样的经历,而水域休闲体育项目正好为参与者提供了亲近自然水域的机会。本文运用质性研究的方式对水域休闲体育的各利益主体(政府,社会组织,水域休闲体育爱好者,当地居民)进行访谈,然后运用nvivo11.0对资料进行整理,分别从参与式治理的内容,参与式治理形式,参与式治理的效果,参与式治理的困境,参与式治理的对策这五个方面来分析。参与式治理的内容包括生态、环保、安全、就业、旅游这五个方面;参与式治理的形式有宣传、培训、会议、沟通这四个方面;参与式治理的效果主要体现在增强了民众对水域的保护意识,促进了帆船比赛的发展,提高了水域管理的便捷性,为水域休闲体育活动场所的形成打下基础;参与式治理的困境则主要包含开发与保护,限制与发展,亲水体验与水域环境保护政策,旅游业发展的保守性阻碍了居民经济来源这四个方面的矛盾;作者总结出各利益主体提出的建议有政策支持,合理管理,发言权,资金支持,资金支持这五个方面。研究结论是:(1)政府在抚仙湖水域休闲体育参与式治理中占主导地位,(2)参与式治理形式单一,(3)各利益主体参与式治理的地位较低,(4)各利益主体参与式治理的困境,最后提出自己研究建议是:(1)培养水域休闲体育各利益主体参与式治理的积极性,(2)政府应该组织多样化的水域休闲体育参与式治理形式,(3)保障水域休闲体育各利益主体参与式治理的权利,(4)平衡各利益主体参与式治理的困境。更多还原

【Abstract】 National economic income level,people ’s traditional consumption thought change,have more options to leisure and entertainment,water leisure sports as a form of leisure sports industry,the traditional,shallow tourism cannot meet people’ s life needs,under the trend of gradual urbanization,they tend to go to tall buildings,to get close to nature,find more opportunities to contact with nature,experience natural scenery harvest different experience,and water leisure sports just provides participants to get close to the natural waters.This paper interviews the interests of water leisure sports(government,social organizations,water leisure sports enthusiasts,local residents),and then uses nvivo11.0 to organize the data,and analyze the content,participatory governance form,effect,dilemma and countermeasures of participatory governance.Participating governance includes ecology,environmental protection,safety,employment,and tourism;The forms of participatory governance include publicity,training,meeting and communication;The effect of participatory governance is mainly reflected in enhancing the public’s awareness of water protection,Promoting the development of sailing racing,Improve the convenience of water management,To lay a foundation for the formation of recreational sports places in water areas;The dilemma of participatory governance mainly includes development and protection,Limitations and Development,Water-friendly experience and water area environmental protection policy,The conservative tourism development hinders the contradiction of residents ’economic sources;The author concludes that the suggestions proposed by the interest subjects have policy support,Reasonable management,The say,Financial support,Funding supports these five aspects.Research conclusion is that the government in fuxian lake water leisure sports participation governance,participatory governance form is single,the status of participatory governance is low,the interest subjects participatory governance dilemma,finally put forward their research suggestion is: cultivate water leisure sports interest participation governance enthusiasm,the government should organize diversified forms of leisure sports participation governance,protect the right of leisure sports participation governance,balance the dilemma of participatory governance.更多还原
