【摘要】 我国有40.42%的人口在农村,然而农村的经济社会发展情况距离基本实现现代化的目标还有很大差距。十九大报告指出,农业农村农民问题是关系国计民生的根本性问题,必须始终把解决好“三农”问题作为全党工作的重中之重,实施乡村振兴战略。为实现农村发展,各地先行先试,总结出不少优秀经验。其中,合村并居社区建设就是一个改善农民居住条件、美化村庄环境、快速配套基础设施、集约利用土地、提高农村服务水平的有效做法。有条件的地区纷纷效仿、推广开来。农村的发展,离不开各级党组织的引领,更离不开基层党组织的实践。在合村并居社区中亦是如此。基层党组织是合村并居社区的治理主体。合村并居社区的发展,需要强大的党组织作为保障。同样的,合村并居社区的建设也为农村党组织转型提供了机会,为巩固党在基层的执政基础,能够起到积极地推动作用。本文应用习近平新时代中国特色社会主义思想中的党建思想和社会资本论,使用文献研究、案例分析和访谈的方法,以滨州市沾化区利国乡为例,研究了合村并居党建工作的特点,结合该地在合村并居社区建设中党建工作的具体实践,总结了其在加强农村党组织建设,引领农村经济社会发展的经验做法。研究发现,发现其合村并居社区的党组织存在党员队伍建设不合理、党组织角色转换不到位、组织活动开展乏力、党组织设置不够合理的问题。这些问题的存在导致党组织政治功能弱化,严重影响了战斗堡垒作用的发挥。究其原因,主要是因为各级党组织对加强党建工作重视程度不够、农村集体经济收入偏低、社会资本支持力度不足等造成的。通过研究,以上问题可以通过以下途径加以解决。一是通过改进农村社区的党组织设置、健全党组织工作制度、提升党组织工作者素质和厚植社会资本,筑牢经济基础,构建新型领导体系。二是通过打造服务型党组织、落实党建活动经费保障和丰富党组织活动,提升党组织凝聚力。三是通过转变教育管理手段,提升党性意识,发挥老党员作用,培育新生力量,强化党员干部监管,突出激励机制,建设一支高水平党员干部队伍。通过社会资本的重新构建和基层党组织领导作用的充分实现,势必将推动合村并居社区发展,推动当地乡村振兴战略的实现。更多还原

【Abstract】 The rural population in my country accounts for 40.42% of the total population.However,the development of our country’s rural areas is far behind that of the cities,and the main contradictions in our country are also particularly prominent in the rural areas.The various problems in the rural areas have become a major obstacle to the realization of socialism in our country,and the development of rural areas cannot be delayed.In order to further promote rural construction,the report of the 19th National Congress of the Communist Party of China proposed the implementation of a rural revitalization strategy.Regarding rural development,various localities have tried first and summed up many excellent experiences.Among them,the construction of rural communities is a good way to improve the living conditions of farmers,beautify the village environment,quickly support infrastructure,use land intensively,and improve the level of rural services.Regions where conditions permit have been promoted.In rural areas,the role of party organizations is particularly important.It directly assumes the responsibilities of educating and managing party members,organizing and serving the masses,and is the main body of rural governance.As an important means of the rural revitalization strategy,rural communities need stronger party organizations as a guarantee.From another perspective,the construction of rural communities also provides opportunities for the transformation of rural party organizations,and can play a positive role in consolidating the party’s ruling foundation at the grassroots level.This article applies party building thoughts and Social capitalism in the Xi Jinping thought on socialism with Chinese characteristics in the new era.Use literature research,case analysis and interview methods.Take Liguo Township,Zhanhua District,Binzhou City as an example,study the characteristics of the party building work in co-residential villages.Combining the specific practice of party building work in the construction of the combined village community,Summarized its experience in strengthening the construction of rural party organizations and leading rural economic and social development.The study found that the party organizations in their combined villages living in communities have problems such as unreasonable party member team building,inadequate role transformation of party organizations,weak organization activities,and unreasonable party organization settings.The existence of these problems has led to the weakening of the political function of the party organization,and has seriously affected the function of the battle fortress.Mainly because the party organizations at all levels did not pay enough attention to strengthening party building,the income of the rural collective economy was low,and the social capital support was insufficient.Through research,the above problems can be solved in the following ways.The first is to build a solid economic foundation and build a new leadership system by improving the establishment of party organizations in rural communities,perfecting the party organization work system,improving the quality of party organization workers,and cultivating social capital.The second is to enhance the cohesion of the party organization by building a service-oriented party organization,guaranteeing party building funding,and enriching party organization activities.The third is to improve the awareness of party spirit,give full play to the role of veteran party members,cultivate new forces,strengthen supervision of party members and cadres,highlight incentive mechanisms,and build a high-level party cadre team through the transformation of educational management methods.Through the reconstruction of social capital and the full realization of the leadership role of the grassroots party organizations,it is bound to promote the development of co-residential communities and promote the realization of the local rural revitalization strategy.更多还原
