【摘要】 肆虐全球的新冠疫情不仅极大阻滞了世界各国的经济发展进程,也对国际关系和世界历史发展产生了重大影响。实现中华民族伟大复兴梦的重要战略机遇期同样深受此次疫情的影响。基于和平发展的强劲改革力、和平发展的时代主题、国际体系的总体稳定性和开放性以及国际秩序的有效性是构成我国重要战略机遇期的支撑条件。在疫情冲击下,国际体系总体包容性和开放性下降,国际秩序有效性也随之弱化,而逆全球化思潮则大举抬头,令我国发展面临诸多挑战:既有霸权国与崛起国之间矛盾深化的挑战,也有周边国家浑水摸鱼的渔利行为,还有国际社会总体发展进程遇阻等外生性压力。新冠疫情总体上相当于国际关系效应的催化剂,它促使国际力量对比更趋平衡,加剧了霸权国和崛起国之间的结构性矛盾,突显出全球化的负面效应以及全球治理体系亟须变革等特征。对于处于崛起进程中的中国来说,这些在疫情之下加速变化的国际关系效应对中国的重要战略机遇期构成了前所未有的冲击。但是这些冲击自身并非不可逆转,经过多年的实力累积,中国也具备了相当的抗压能力,因而本文通过综合评估中国自身应对冲击的实力存量、疫情冲击之下带来的发展机遇以及疫情对重要战略机遇期造成的冲击是否具有回旋余地等因素,认为新冠疫情的确对中国和平发展的重要战略机遇期造成了相当程度的冲击,但在中国充分发挥主观能动性、保持战略定力化危为机的努力下,仍可利用多种方式维护和延长这一重要战略机遇期。因此,在后疫情时代,我国应坚持深化改革开放,继续走独立自主的和平发展道路,通过大力提升自身综合国力、战略威慑力与反制力等途径来维护和延长我国的重要战略机遇期。本文第一部分分析了中国重要战略机遇期的内涵、阶段性特征及其支撑条件;第二部分探究了新冠疫情的国际关系效应对中国重要战略机遇期造成的冲击及限度,提出在新冠疫情加剧的国际关系效应冲击之下,中国的重要战略机遇期并未消失且有能力继续延续这一机遇期;第三部分则从战略层面提出了中国在后疫情时代维护与延长重要战略机遇期的途径。更多还原

【Abstract】 The COVID-19 raging around the world has not only tremendously impeded the economic development process of all countries in the world,but also has a great impact on the development of international relations and the world history.The period of important strategic opportunities to realize the dream of the great rejuvenation of the Chinese nation is also dearly affected by the epidemic.The strong reform power based on peaceful development,the theme of peaceful development,the overall stability and openness of the international system,and the effectiveness of the international order are the supporting conditions that constitute China’s important period of strategic opportunity.Under the impact of the epidemic,the overall inclusiveness and openness of the international system has declined,and the effectiveness of the international order has also been weakened.The trend of anti-globalization has risen in a big way,making China’s development face many challenges: the contradiction between the existing hegemony and the rising power has deepened.There are also exogenous pressures such as the fishing profit behavior of neighboring countries in troubled waters,and the hindrance of the overall development process of the international community.The epidemic is generally equivalent to a catalyst for the effects of international relations.It promotes a more balanced international balance of power,aggravates the structural contradictions between hegemonic powers and rising powers,and highlights the negative impact of globalization and the great need for changes in the global governance system.For China,which is in the process of rising,the impact of the accelerated changes in international relations under the epidemic have constituted an unprecedented impact on China’s important strategic opportunity period.However,these shocks themselves are not irreversible.After years of accumulation of strength,China has also possessed considerable resilience.Therefore,this article comprehensively evaluates China’s own strength in responding to shocks,the development opportunities brought by the impact of the epidemic,and whether the impact of the epidemic on the important strategic opportunity period has room for maneuver and other factors,and believes that the epidemic has indeed caused a considerable impact on the important strategic opportunity period for China’s peaceful development,but with China’s efforts to give full play to its subjective initiative and maintain strategic determination to turn crises into opportunities,there are still many ways to maintain and extend this important period of strategic opportunities.Therefore,in the post-pandemic era,China should persist in deepening reform and opening up,continue to pursue an independent and peaceful development path,and maintain and extend important strategic opportunity period by vigorously enhancing its own comprehensive national strength,strategic deterrence and countermeasures.The first part of this article analyzes the connotation,phase characteristics and supporting conditions of China’s important strategic opportunity period;the second part explores the impact and limits of the international relations effect of the COVID-19 on China’s important strategic opportunity period,and proposes the international relations effect of the COVID-19 intensified Under the impact,China’s important strategic opportunity period has not disappeared an is capable of continuing to continue this period of opportunity;the third part from a strategic level proposes the ways for China to maintain and extend its strategic opportunities in the post-epidemic era.更多还原
