【摘要】 在我国,小微企业在经济社会发展占有很大的比例,有效地促进社会进步以及可以提供更多的就业机会。由此,小微企业能否在经济社会健康持续的发展受到各级政府的关注与重视。目前从吉林省自身状况来看,政府发挥领导作用,有效地解决小微企业融资困难的问题,出台相关有利于小微企业融资的相关政策和制度,从而使吉林省小微企业能够更快、更好的持续发展下去,也就成为促进经济发展的一项重要工作。本文从吉林省政府在小微企业融资过程当中存在的一些问题入手,利用信息不对称、公共物品理论、政策激励理论方面对小微企业融资困难的原因及提出解决对策进行相应理论的分析。小微企业目前面临资金缺口大,资金来源单一的现状,同时分析小微企业在融资过程中存在财税政策惠及面不够、金融手段利用不充分、公共服务政策匮乏的问题,再从政府扶持小微企业政策方面出发,进行深入的学习探讨如何解决小微企业融资难的问题。通过与国内典型地区小微企业融资的先进经验进行对比、学习,从而发现不足,最后提出强化顶层设计,完善财税政策包括发挥财政资金作用和落实税费优惠政策;健全企业征信查询,扩大企业信息贷款规模;加强金融扶持政策包括减少企业融资难度、加大融资担保力度;完善公共服务体系,包括不断优化政务环境、营商环境,放宽市场主体准入条件等一些适合吉林省小微企业可持续发展的相关政策建议。本文的研究主要致力于解决吉林省小微企业融资过程当中存在的问题,促进政府在小微企业发展中起到重要的作用,出台一些适合小微企业融资的政策,力求可以为小微企业融资贡献一份力量,扩大小微企业的融资渠道,为小微企业融资的问题提出有用的方法。更多还原

【Abstract】 In China,small and micro enterprises account for a large proportion in economic and social development,which can effectively promote social progress and provide more job opportunities.Therefore,governments at all levels pay attention to whether small and micro enterprises can develop healthily and sustainably in the economy and society.From jilin province condition at present,the government play a leading role,effectively solve the problem of financing difficulty of small enterprises,introduce related to small micro enterprise financing policy and system,so that the small micro enterprises in jilin province to the sustainable development of faster,better,also becomes an important task to promote the development of the economy.This paper starts with some problems existing in the financing process of small and micro enterprises of Jilin Province government,and analyzes the reasons for the financing difficulties of small and micro enterprises and puts forward countermeasures in terms of information asymmetry,public goods theory and policy incentive theory.Small micro enterprises are facing funding gap is big,the single source of funds to the status quo,at the same time,the analysis of small micro enterprises exist in the process of financing the fiscal and taxation policy coverage is not enough,the financial means to use the problem of inadequate,the lack of public service policy,again from the government to support small micro enterprise policy,in-depth study to explore how to solve the problem of small micro enterprise financing difficulties.By comparing and learning from the advanced financing experience of small and micro enterprises in typical areas in China,the deficiencies are found.Finally,it is proposed to strengthen the top-level design and improve the fiscal and tax policies,including giving play to the role of fiscal funds and implementing preferential tax policies.Perfect the enterprise credit inquiry,expand the enterprise information loan scale;Strengthen financial support policies including reducing the difficulty of enterprise financing and increasing financing guarantee;Improve the public service system,including constantly optimizing the government environment,business environment,relax the access conditions of market subjects and other relevant policy suggestions suitable for the sustainable development of small and micro enterprises in Jilin Province.Research of this paper is mainly devoted to solve problems of jilin province small micro enterprise financing process,promote the government in the development of small micro enterprises play an important role,some suitable for small micro enterprise financing policy,strive to contribute strength for small micro enterprise financing,expand the financing channels of small businesses,for small micro enterprise financing problems put forward the useful methods.更多还原
