【摘要】 推进公共文化服务体系建设,是提升公共文化服务供给质量、保障公众基本文化权益、建设服务型政府的必然要求,也是增强文化自信、提升社会整体文化水平、创建文明城市的迫切需要。随着我国经济实力的不断增强,社会发展水平的不断提高,越来越多的公众开始关注自身精神层面的发展,对于文化服务和文化产品的需求也在不断加大,这就需要政府不断创新以提供优质的文化服务来更好地实现人民群众的精神需求。因此,完善公共文化服务体系建设,是当前政府保障社会公众文化权益和文化生活、完善政府服务水平、促进文明城市与和谐社会健康发展的应有之义。本文的研究对象长春市作为国家第一批创建公共文化服务体系示范区的城市,是我国重要的历史文化名城,在东北地区具有较为丰富的文化历史遗存和文化发展基础。同时,长春市政府根据示范区的建设要求,调动多方资源力求为群众提供喜闻乐见的文化服务,基本实现了文化服务的有效供给。但在完成验收工作后,与同一时期建成示范区的城市相比,长春市的文化服务还存在发展滞后的问题,文化服务对群众精神层面的改善也比较小,降低了体系建设的整体效能。因此,本文以帕森斯结构功能主义为理论视角,通过文献研究法和半结构访谈法试图深入了解当前长春市及各行政区公共文化服务体系建设的基本情况。在理论运用上,本文将结构功能主义中著名的AGIL模型与长春市公共文化服务体系建设进行构建,将体系建设看作是一个行动系统,对其适应、目标、整合、维持功能的发挥进行探究。经研究发现,虽然在完善公共文化服务体系的建设中,长春市已经取得了一定的成绩,但仍存在适应功能较弱,缺乏资源保障;目标功能尚未实现,供需矛盾突出;整合功能较弱,多元主体参与不足;维持功能发挥作用较小的问题。且借助AGIL模型分析可以得出造成这些问题的原因主要在于资源获取及整合能力较弱、供给与目标要求不匹配、社会参与引导性较弱、缺乏公共文化服务的价值导向四个方面。根据这些问题以及实际情况的需要,本文试图提出较为针对性的优化路径,如优化公共文化服务资源获取与整合能力、强化公共文化服务设施网络建设、完善公共文化服务的多元参与模式、实现公共文化服务的价值导向四个方面,希望为长春市以及我国完善公共文化服务体系的建设提供方向。更多还原

【Abstract】 Promoting the construction of public cultural service system is the inevitable requirement of improving the supply quality of public cultural services,protecting the basic cultural rights and interests of the public,and building a service-oriented government.It is also the urgent need of enhancing cultural confidence,improving the overall cultural level of society,and creating a civilized city.With the continuous enhancement of China’s economic strength and the continuous improvement of the level of social development,more and more people begin to pay attention to their own spiritual development,and the demand for cultural services and cultural products is also increasing,which requires the government to continuously innovate to provide high-quality cultural services to better realize the spiritual needs of the people.Therefore,improving the construction of public cultural service system is the necessary meaning for the current government to protect the cultural rights and cultural life of the public,improve the level of government service,and promote the healthy development of civilized city and harmonious society.Changchun,as one of the first batch of national demonstration areas of public cultural service system,is an important historical and cultural city in China,which has rich cultural heritage and cultural development foundation in Northeast China.At the same time,according to the construction requirements of the demonstration area,Changchun municipal government mobilized various resources to provide cultural services for the masses,and basically realized the effective supply of cultural services.However,after the completion of the acceptance work,compared with the cities that built the demonstration area in the same period,the development of cultural services in Changchun still lags behind,and the improvement of cultural services on the spiritual level of the masses is relatively small,which reduces the overall efficiency of the system construction.Therefore,from the perspective of Parsons’ structural functionalism,this paper attempts to deeply understand the basic situation of the construction of public cultural service system in Changchun and its administrative regions through literature research and semi-structured interviews.In terms of theoretical application,this paper constructs the AGIL model of structural functionalism and the construction of Changchun public cultural service system,regards the system construction as an action system,and explores its functions of adaptation,goal,integration and maintenance.It is found that although Changchun has made some achievements in improving the construction of public cultural service system,there are still some problems,such as weak adaptability and lack of resource guarantee;The target function has not been realized,and the contradiction between supply and demand is prominent;The integration function is weak and the participation of multiple subjects is insufficient;Maintenance function plays a less important role.With the help of AGIL model analysis,it can be concluded that the main reasons for these problems are the weak ability of resource acquisition and integration,the mismatch between supply and target requirements,the weak guidance of social participation,and the lack of value orientation of public cultural services.According to these problems and the needs of the actual situation,this paper attempts to put forward more targeted optimization paths,such as optimizing the acquisition and integration ability of public cultural service resources,strengthening the network construction of public cultural service facilities,improving the diversified participation mode of public cultural service,and realizing the value orientation of public cultural service,Hope to provide direction for the construction of Changchun and our country to improve the public cultural service system.更多还原
