【摘要】 食品安全问题一直是人们在日常生活中的重点关注的问题,各国政府必须严格监管。近年来由于食品安全问题时有发生,因此社会对相关部门采取的监督和查处措施的有效性提出了质疑,加上某些媒体的夸大报道,甚至导致了公众对监管部门的负面印象。这些问题产生的一部分原因是有些食品企业没有落实好主体责任,为了追求利润最大化,忽视食品安全问题的监管;另一部分原因是信息公开不到位而引起的信息不对称等问题引发的,由于公众无法及时了解食品安全信息,而相关部门也没有快速有效的信息公开渠道,这导致了虚假信息的肆意传播,其造成的不利的社会后果将进一步加剧社会恐慌。这些情况的存在直接揭示了食品安全监管体系的弱点和漏洞,在当今迅速发展的信息化社会中,现有的食品安全监管方式已无法实现高效、有力的监管。因此传统食品安全监管方式已不能满足社会要求,必须进行合理优化,本文的主要研究内容是基层食品安全信息化监管存在的问题及对策。本文以X市为例,首先介绍基础食品安全监管中信息化、互联网+的运用背景、研究目的以及研究现状,进而介绍了相关的概念和理论基础,为X市展开研究奠定理论基础。在对X市的基层食品安全监管主要从两个方面进行分析,首先对目前X市基层食品安全监管近三年的现状进行了介绍,其次,介绍了信息化在食品安全中的运用。在掌握现状后,运用信息不对称等理论来分析目前存在的问题,为解决这些问题,引入了国内外食品安全信息化监管的先进经验,最后针对存在的问题提出了相应的改进措施。更多还原

【Abstract】 Food safety has always been a key concern in People’s Daily life,and governments of all countries must strictly regulate it.Due to the frequent occurrence of food safety problems in recent years,the effectiveness of the supervision and investigation measures taken by the relevant departments has been questioned by the society.In addition,some exaggerated reports by the media have even led to the negative impression of the public on the regulatory authorities.Part of the reason for these problems is that some food enterprises did not implement the main responsibility,in order to pursue profit maximization,neglect the supervision of food safety issues;Another part of the reason is that information does not reach the designated position caused by asymmetric information problems,because the public does not understand the food safety information in time,and relevant departments also is not efficient and effective channels of information disclosure,this led to the wanton spread false information,its cause adverse social consequences will further aggravate the social panic.The existence of these situations directly reveals the weaknesses and loopholes of the food safety supervision system.In today’s rapidly developing information society,the existing food safety supervision methods have been unable to achieve efficient and powerful supervision.Therefore,the traditional food safety supervision has been unable to meet the social requirements,must be reasonably optimized,the main research content of this paper is the grass-roots food safety information supervision problems and countermeasures.Taking X City as an example,this paper first introduces the application background,research purpose and research status of informatization and Internet+in basic food safety supervision,and then introduces relevant concepts and theoretical basis,which lays a theoretical foundation for X City to carry out research.This paper mainly analyzes the grass-roots food safety supervision in X city from two aspects.Firstly,it introduces the current situation of grass-roots food safety supervision in X city in the past three years.Secondly,it introduces the application of information technology in food safety.After grasping the current situation,the paper analyzes the existing problems by using the theory of information asymmetry.In order to solve these problems,the paper introduces the advanced experience of food safety informatization supervision at home and abroad,and finally puts forward the corresponding improvement measures for the existing problems.更多还原
