鱼道工程质量影响因素分析

【摘要】 水利水电工程开发建设往往会阻隔具有洄游鱼类向上游水域繁衍生殖,因此必须建设具有化保障作用的过鱼设施工程。过鱼设施的建设能够最大限度减少工程建设对鱼类生存环境的影响,其中鱼道工程就是为具有洄游习性鱼类成功上溯过坝而修建的通道。通过总结国内外鱼道运行存在问题,发现鱼道投入运行以后存在许多质量问题。质量问题主要表现为鱼道进出口设计在高程、水流、体型、位置、闸门启闭等方面存在问题;鱼道进出口水位高程与电站运行调度关系研究存在差异;对鱼道过鱼对象生态习性、水生环境研究不够深入;鱼道诱鱼设施、附属设施、监测设备设计和池室流场研究存在欠缺;鱼道运行管理资源投入和重视程度不够,难于发挥鱼道科研效益等。本文站在业主角度,以如何提高鱼道工程全生命周期建设质量管理水平,避免质量管理资源和资金的浪费,最大限度提高鱼道工程的生态效益?基于上述问题,本文对鱼道工程全生命周期建设质量影响因素进行了识别;构建了鱼道工程质量影响因素分析模型;以加查鱼道工程为例,全面识别了鱼道工程质量影响因素和分析了质量影响因素间的关系,制定了质量控制措施。本文的研究成果主要包括:(1)系统识别了鱼道工程全生命周期建设质量影响因素;(2)根据鱼道工程建设程序,定义了鱼道工程全生命周期建设概念,为后续鱼道工程质量影响因素分析奠定基础;(3)采用系统工程中的解释结构模型和模糊综合评价模型原理,构建了鱼道工程质量影响因素分析模型;(4)以加查鱼道工程为例,识别了加查鱼道工程质量影响因素,系统分析了质量影响因素间的相互关系,得出了鱼道质量管理应重视准备阶段的质量影响因素,其次是建设施工阶段,最后是结束阶段的结论。其中准备阶段中的质量影响因素S4(国家规定的法律法规与鱼道建设相关规程规范)、S1(生态环境主管部门对鱼道建设的要求)、S2(建设管理方对鱼道的定位与重视)属加查鱼道工程质量管理的关键影响因素。
【Abstract】 Development and construction of water resources and hydropower engineering tend to be cut off with reproductive migratory fish upstream waters,so must have security role of fish passage facilities construction engineerings.Fish passage facilities construction to minimize the influence of the engineering construction for fish survival environment,including fishway engineering is for the fish migratory habits back successfully built dams and channels.Through summarizing fishway operation problems at home and abroad,found the fishway after operation there is a lot of quality problems.The quality problems are mainly manifested in the elevation,flow,shape,position,gate opening and closing of the fishway inlet and outlet design;There are differences in the relationship between the fishway inlet and outlet water level and the power station operation;The ecological habits and aquatic environment of fish-passing objects were not studied deeply;There are some deficiencies in the design of fishway luring facilities,auxiliary facilities,monitoring equipment and the study of pond flow field;Fishway operation management resources and the emphasis is not enough,difficult to play the fishway scientific research efficiency,etc.This article stand owner side,how to improve the quality of whole life cycle of fishway engineering construction management level,avoid the waste of quality management resources and capital,maximize fishway engineering ecological benefits?Based on the above problems,this paper identifies the factors influencing the construction quality of fishway engineering in the whole life cycle;Build the fishway engineering quality influence factor analysis model;Taking the fishway engineering of Jiacha as an example,the influencing factors of fishway engineering quality are comprehensively identified and the relationship between the influencing factors is analyzed,and the quality control measures are formulated according to the influencing factors,providing guidance for quality management.The research achievements of this paper include:Firstly,The influencing factors of construction quality in the whole life cycle of fishway engineering were identified systematically;Secondly,According to the fishway engineering construction procedure,the concept of fishway engineering whole life cycle construction was defined,which laid a foundation for the subsequent analysis of influencing factors of fishway engineering quality;Thirdly,Based on the theory of interpretive structure model and fuzzy comprehensive evaluation model in system engineering,the influencing factor analysis model of fishway engineering quality is constructed;Fourthly,Tested Jiacha fishway engineering,for example,to identify the tested fishway engineering quality factors of the system analysis the relationship between the factors affecting the quality,the fishway is obtained quality management should pay attention to the quality of the preparation stage influence factors,the second is the construction stage,the conclusion of the last is the end stage.Among them,quality influencing factors in the preparation stage S4(laws and regulations stipulated by the state and regulations related to fishway construction),S1(requirements for fishway construction by the competent department of ecological environment)and S2(positioning and attention paid by the construction management party to fishway construction)are the key influencing factors for the quality management of the fishway engineering.
