【摘要】 实现乡村振兴,乡村“治理有效”是基础。党的十九大提出要加强农村基层基础工作,健全自治、法治、德治相结合的乡村治理体系。中共中央国务院关于实施乡村振兴战略的意见指出,必须把夯实基层基础作为固本之策,建立健全党委领导、政府负责、社会协同、公众参与、法治保障的现代乡村社会治理体系,坚持自治、法治、德治相结合,确保乡村社会充满活力、和谐有序。本课题以研究乡村自治、法治、德治“三治合一”治理体系为重点,探索乡村有效治理、实施乡村振兴的有效途径。课题研究按照政治学与其他学科研究相结合、理论研究与经验研究相结合、纵向研究与横向研究相结合、宏观研究与微观研究相结合、定量研究与定性研究相结合“五个结合”的思路,采取问卷调查、内容分析、深度访谈等方法,开展乡村治理社会参与现状与需求区域性调查,分析中外乡村治理文献资料,探析我国乡村治理历史沿革、制度建设和具体实践,探索“三治合一”的实现路径。课题研究认为,健全党委领导、政府主导下的“三治合一”乡村治理体系,要强化党的领导,加强政府主导,以村民自治为基本制度框架、以法治为外部力量保障、以德治为内部动力来源,在自治的制度框架下实现德法兼济,形成高效有序的乡村治理体系。更多还原

【Abstract】 Rural effective governance is the foundation of rural revitalization.The 19 th session of national congress of CPC proposed that we should strengthen the basic work of rural grass-roots and improve the system of rural governance with the combination of autonomy,rule of law and rule of virtue.According to the guideline for implementing the rural revitalization strategy by State Council and CPC,We need tostrengthen the grass-roots foundation as a solid policy,with establishing the modern rural social governance systemunder the leadership of CPC,government responsibility,social coordination,public participation,and the law protection.Meanwhile,to ensure the rural society is full of vitality,harmony and order,we should adhere to the combination of autonomy,rule of law and rule of virtue.To explore the effective ways of rural governance and rural revitalization,the research focuses on “three in one”.According to the idea of “Five Combinations”,this paper adopts the methods of questionnaire survey,content analysis and in-depth interview to carry out regional investigation on the current situation and needs of rural governance society,analyzed the data of Chinese and foreign rural governance literature,probed into the historical evolution of rural governance,system construction and concrete practice,and explores the realization path of “three in one”.This topic holds that to improve the “three in one”rural governance system under the leadership of CPC and government,which is necessary to strengthen the leadership,take villagers’ autonomy as the basic system framework,take the rule of law as the external force guarantee take the rule of virtue as the internal motive force source,and realize the combination of morality and law under the institutional framework of autonomy to form an efficient and orderly rural governance system.更多还原
