陕西省核电公众接受性评估及其提升对策研究

【摘要】 核电已经成为当今世界的主要能源之一。目前,我国核能年发电量仅占同期全国总发电量的4.2%,与法国(72%)、韩国(30%)、美国(19%)等发达国家以及世界平均水平(12%)还存在巨大的差距。面对日益旺盛的清洁能源需求和能源供给侧结构性改革,核电发展在我国有着非常广阔的空间。然而,核电的发展一直面临着公众的接受性问题。本文基于公众接受性、邻避效应、利益补偿等相关理论为基础,采用问卷调查方式,收集获取了公众对核电相关基本信息的了解及其对陕西建设核电的接受性等数据。首先,为了更加清晰准确识别影响核电公众接受性的主要因素,构建了核电公众接受性的评估指标体系,主要包括熟悉性因素、认知因素、情感因素、意图因素、信任度因素、利益因素、可参与性因素、可控制性因素。通过对问卷调查数据进行准确统计和科学分析,提出了体现公众核电接受性的7个因素共19个测量指标,在此基础上构建了综合评价模型,运用模糊综合评价方法进行了实证研究,计算并分析得出了公众对于陕西建设核电的总体接受性处于较低水平(67.16分),熟悉性、可参与性、可控制性三种评价指标因素处于公众接受性综合评价低水平;最后,针对前述研究分析的结论,给出了旨在有效提高核电公众接受性的对策建议。本文的研究工作是对陕西省乃至内陆核电接受性的有益探索,为核电又快又好发展提供了一定的借鉴和启示。
【Abstract】 Nuclear power has become one of the main energy sources in the world today.At present,China’s annual nuclear power generation accounted for only 4.2% of the country’s total power generation,there is still a huge gap between developed countries and China,such as France(72%),South Korea(30%)and the United States(19%),and the world average level(12%).Facing the increasing demand of clean energy and structural reform on the energy supply side,nuclear power has a very broad development space in China.However,nuclear power development has been always facing public acceptance issues,which are insufficient public acceptance research,low public participation and inadequate nuclear science in China.This article is based on the theories of public acceptance,NIMBY and benefit compensation,etc.Through the questionnaire survey and case interview,we collected data on the public understanding of nuclear power and their acceptance of nuclear power in Shaanxi.First of all,to identify the main factors that affect public acceptance of nuclear power more accurately,we established an evaluation index system for public acceptance of nuclear power,which mainly includes familiarity,cognition,emotion,intention,trust,interest,participation,controllability.According to the accurate statistical and scientific analysis of the survey data,we pointed out 19 measurement indexes in 7 dimensions in total thatreflect public nuclear power acceptance through a comprehensive evaluation model is constructed,empirical research was carried out using fuzzy comprehensive evaluation method.Our calculations and analysis indicate that public acceptance of Shaanxi nuclear power is low,three evaluation index factors including familiarity,participation and controllability belong to the low level of comprehensive public acceptance evaluation.At last,based on the foregoing research conclusions,various countermeasures that can effectively improve public acceptance of nuclear power were proposed.This research is a useful exploration for analyzing and discussing the public acceptance of nuclear power and even inland nuclear power in Shaanxi,and also providing inspiration for nuclear power development.
