【摘要】 布雷顿森林体系解体后,国际储备货币呈现多样化趋势,世界货币进入主权信用时代。各国为刺激经济发展,大量增发主权货币,导致经济危机频发。在此背景下,2008年自称日裔美国人的中本聪创造出一种超主权的新型货币——比特币。由于其独特的性质、新颖的技术支持和暴涨暴跌的价格,引发了世界范围的广泛关注。学界关于比特币的讨论也格外激烈,矛盾聚焦于比特币是否是真正的货币,这也是所有比特币研究的基础性问题。本文通过梳理相关文献资料,发现马克思货币理论较其他经济学理论在货币问题上更具深刻性和科学性。因而本文选择立足于马克思货币理论探究比特币问题。本文的研究目的是在马克思货币理论下揭示比特币的本质,探究比特币风险出现的根本原因,并提出相关的监管建议。本文首先对马克思货币理论的主要内容进行了概述,指出其对比特币研究的指导意义。随即进入比特币具体问题的研究,在初步介绍了比特币的运行方式和发展现状的基础上,分析了比特币的货币属性、比特币作为资本的产品的相关问题并提出政策建议。本文认为比特币本身是一种抽象化的价值形式,其价值来源于运行范围内的社会公认;从货币职能角度,比特币虽然基本可以承担货币的五大职能,但仍需法定货币作为补充;从货币发行角度,定量的比特币也面临着诸多风险。因而比特币是一种不完备的货币形式,尚不能完全替代法定货币。随后本文进入了比特币研究的更高阶段。分析比特币生产的资本化过程,以及比特币背后的生产关系和比特币生产资本化的正负效应,揭示比特币风险出现的根本原因。最后,本文根据比特币作为一种新的货币形式所蕴含的技术价值和其生产资本化过程中的风险。从宣传认识、机制设计和技术手段等方面,提出了短期控制和长期调整相适应的监管建议,力图在解决负面效应的同时抓住未来世界货币体系的发展机遇。更多还原

【Abstract】 Since the disintegration of the Bretton Woods system in 1971,there exists a diversified development trend in the international reserve currency system.Therefore,the world currency system has arrived at a new stage of sovereign credit.For the purpose of stimulating the economy,various countries have issued a great number of sovereign currencies,which may be one significant cause of economic crises.People dissatisfied with this phenomenon and began to explore new forms of the international money system.In2008,a Japanese-American,named Nakamoto,created a brand-new digital international currency--Bitcoin,which could be defined as a super-sovereign currency.Since the birth of Bitcoin,it has received widespread attention from governments and society around the world.Because of the unique character,trading methods and price instability,the Bitcoin markets become unpredictable.The academic discussion about Bitcoin is also extremely fierce.The contradiction bases on whether Bitcoin is a identifiable currency,which is also a fundamental issue in all Bitcoin research.In this paper,we find that Marx’s monetary theory is more profound and scientific than other economic theories.Therefore,this paper chooses to explore Bitcoin based on Marx’s monetary theory.The purpose of this dissertation is to reveal the essence of Bitcoin through the Marx’s currency theory,and explores the root causes of Bitcoin risk and propose relevant regulatory recommendations.First of all,this dissertation summarizes the main content of Marx’s monetary theory and points out its guiding significance for the research of Bitcoin,and it is followed by the research on the Bitcoin’s specific problems.Based on the preliminary introduction of the operation mode and development status of Bitcoin,this dissertation found that Bitcoin itself has an abstract value form,and its value is recognized by the society within the its operation scope;From the perspective of currency function,although Bitcoin can basically play the role of the five major functions of currency,it still needs to be supplemented byfiat currency.From the perspective of currency issuance,quantitative Bitcoin is also facing huge risks.Bitcoins are an incomplete form of currency and cannot yet completely replace fiat currencies.Next,this dissertation restarts with an advanced stage of Bitcoin research.The analysis of the capitalization process of Bitcoin production,the production relationship behind Bitcoin,and the positive and negative effects of the capitalization of Bitcoin production.These aspects reveal the primary cause of Bitcoin risk.Finally,based on the technical value of Bitcoin and the risks in the process of capitalization of its production,this dissertation suggests a regulatory recommendation that bases on the suitable short-term control and long-term adjustment from publicity,mechanism design,and technical tools.All the suggestion is trying to solve the negative effects and seize the opportunities of the future world monetary system.更多还原
