内蒙古畜牧业绿色全要素生产率及其影响因素分析
Analysis of Green Total Factor Productivity and Its Influencing Factors in Inner Mongolia’s Animal Husbandry

【摘要】 近年来,随着国民经济的快速发展和居民膳食结构的调整,对肉类产品的要求变高,我国肉类主要供应源内蒙古畜牧业也迎来了发展的新机遇。但在其“高投入、高产出、高污染”的粗放型发展模式下,内蒙古畜牧业所带来的的环境污染问题也日益突显。本文运用考虑非期望产出的SBM方向性距离函数和参照全局前沿的GML生产率指数,测算了2001-2018年间内蒙古12盟市畜牧业绿色全要素生产率及其分解。发现:(1)内蒙古畜牧业碳排放呈逐年增加的趋势,且东部地区要远远高于中部地区和西部地区,牲畜肠道发酵是其主要的排放源,从排放结构来看,排放最多的是牛,其次是绵羊和山羊。(2)2001-2018年间内蒙古畜牧业绿色技术效率和传统技术效率变动趋势相同,都呈现出先波动上升后波动下降的趋势,绿色技术效率要低于传统技术效率,且12个盟市中只有包头市达到了相对的技术有效率,其余11盟市均是非有效的。(3)内蒙古畜牧业绿色全要素生产率呈现上升的趋势,但其改进主要来源于技术效率,而非技术进步。最后对畜牧业绿色全要素生产率的影响因素的分析发现,人均GDP、节能环保支出与绿色全要素生产率呈显著的正相关关系,地区城镇化率、交通通达性、产业结构和环境规制强度与地区绿色全要素生产率呈负相关关系。
【Abstract】 Recent years,with the rapid development of the national economy and the adjustment of the residents’ dietary structure,the demand for meat products has increased.Inner Mongolia’s livestock industry,the main source of meat supply in my country,has also ushered in new opportunities for development.However,under its extensive development model of "high input,high output,and high pollution",the environmental pollution caused by Inner Mongolia’s livestock industry has become increasingly prominent.This paper uses the SBM directional distance function considering undesired output and the GML productivity index with reference to the global frontier to calculate the green total factor productivity and its decomposition of animal husbandry in the 12 leagues of Inner Mongolia from 2001 to 2018.Findings:(1)Inner Mongolia’s animal husbandry carbon emissions are increasing year by year,and the eastern region is much higher than the central and western regions.Intestinal fermentation of livestock is the main source of emissions.From the perspective of the emission structure,the most emissions is cattle,followed by sheep and goats.(2)From 2001 to 2018,the green total factor productivity of Inner Mongolia’s livestock industry has the same change trend as the traditional total factor productivity,both showing a trend of rising first and then falling.The green total factor productivity is lower than the traditional total factor productivity.Among the 12 cities,only Baotou has achieved relative technical efficiency,and the remaining 11 league cities are ineffective.(3)Inner Mongolia’s livestock industry showed an upward trend in green total factor productivity from 2001 to 2018,but its improvement mainly came from technical efficiency rather than technological progress.Finally,the analysis of the influencing factors of the green total factor productivity of animal husbandry found that per capita GDP,energy conservation and environmental protection expenditures and green total factor productivity show a significant positive correlation.The regional urbanization rate,transportation accessibility,industrial structure and environmental regulation intensity are related to the region.Green total factor productivity is negatively correlated.
