【摘要】 建国之初,为初步建立起社会主义工业化的基础,加快我国工业化的快速发展,国家对对钢铁、煤炭等矿产资源进行了大规模开发,从而使得许多城市产生了大量的工业区。但随着我国许多城市进入后工业化时期,作为曾经为国家城市建设做出巨大贡献的工业区,对新时期的城市发展带来了一系列经济、生态和环境等问题,因此,许多大城市如北京、上海、深圳、武汉、南京等纷纷开始对大型工业区进行了转型、更新和淘汰。相较于城市中其他用地的更新设计,在延续了多年的“自给自足”的大型传统工业区,具有尺度大、复杂性高、未来更新中充满不确定性的特征,因此,面对如此大尺度的用地转型,传统的静态蓝图式规划体系显得无能为力,迫切需要探索新的规划策略以应对未来更新中的不确定性。针对大型传统工业区转型所面临的复杂的场地条件和各种未知的不确定性问题,引入“行动规划”作为转型开发的理论指导,通过行动规划的科学指引,激发大型传统工业区可能的开发潜力,同时通过科学的功能策划与弹性的用地规划,使片区形成一个弹性功能网络,可以随时应对发展中的不确定,及时做出调整,从而指导大型传统工业区有序更新。本设计共六章,分为两个部分,第一部分包括对于本次规划设计的研究性内容,第二部分为概念规划内容。第一章,首先提出大型传统工业区转型的研究背景和选题意义,由此对大型传统工业区的概念进行解读和综述,提出研究方法和框架;第二章揭示了大型传统工业区更新特点与面临挑战;第三章讨论将“行动规划”理论在引入大型传统工业区规划中,并构架相应规划框架(第三章)。在此基础上,规划设计部分(四五章)依托前期的研究基础,对梅钢片区概况进行分析,针对地区发展现状评价,综合分析地区发展瓶颈和发展诉求,在此基础上提出了打造传统工业转型升级、创新再造的活力之城,工业遗产保护利用的文化之城,滨江环境修复的生态之城的目标,然后通过对行动规划的动态框架建构,详细阐述“策划-弹性空间规划-分阶段行动计划”在大型传统工业区转型中的具体内容,以探讨行动规划理论在大型传统工业区转型规划中的应用。本文正文共约40 242字,图表75幅。更多还原

【Abstract】 A large-scale exploitation of mineral resources such as iron ore and coal were conducted in the inception of our state in the cause of initially establishing the basis of socialist industrialization and accelerating the rapid development of China’s industrialization,which led to the emergence of a large number of industrial zones in many cities.Whereas,along with the advent of the post-industrial period,the industrial zones that ever contributed much to the urban construction of many cities had become an obstacle to the transformation of cities development in the new period,therefore,many big cities such as Beijing,Shanghai,Shenzhen,Wuhan and Nanjing began to conduct the transformation,relocation and elimination of the traditional industrial zones.Compared with the renewal and transformation of other lands in the city,the large-scale "self-sufficient" traditional industrial zone that has lasted for many years is characterized by large area scale,high complexity and uncertain future transformation.Hence,in the face of the transformation of such a large scale of land exploitation,the traditional static blueprint planning system appears powerless,and it is urgent to explore new planning strategies to deal with the uncertainties in the future update.In response to the complex site conditions and various unknown uncertainties faced by the transformation of large-scale traditional industrial areas,"action planning" is introduced as the theoretical guidance for transformation and development,and the scientific guidance of action planning is used to stimulate the possible development of large-scale traditional industrial areas Potential,at the same time,through scientific function planning and flexible land use planning,the area can form a flexible function network,which can respond to uncertainties in development at any time and make timely adjustments to guide the orderly renewal of large traditional industrial areas.The design consists of six chapters and is divided into two parts that illustrates the research content of the planning at the first part and explain the conceptual planning and design at the second part.In the first chapter,the research background and significance of this topic for the transformation planning and design of large traditional industrial areas are put forward,from which the concepts in the transformation planning and design are interpreted and summarized,and the research methods and framework are proposed.The renewal characteristics and challenges in the transformation of large traditional industrial areas are revealed in the second chapter.Chapter 3 discusses the introduction of the theory of "action planning" into the planning of large traditional industrial areas and the corresponding planning framework(Chapter 3).On this basis,the transformation of Meigang is analyzed detaily in the planning and design part(chapter 4 and chapter 5).Furthermore,in view of the current situation of the development of regional evaluation,the regional development bottleneck is discussed compressively,and the area development demands and potential is uncovered.Therefore,the goals of building a vibrant city with the transformation and upgrading of traditional industries,a cultural city with the protection and utilization of industrial heritage,and an ecological city with the restoration of riverside environment is put forward.Finally,through the construction of the dynamic framework of action planning,the specific content of "plan-flexible spatial plan-phased action plan " in the transformation of large traditional industrial areas is expounded in detail,so as to explore the application of action planning theory in the transformation planning of large traditional industrial areas.The whole thesis contains about 40 242 words,75 pictures and charts.更多还原
