【摘要】 生态环境是人类生存发展的能量之源,是国家持续发展的基础。改革开放促进了经济的飞速发展,人类与自然的关系逐渐变得紧张,自然环境的存续状况逐渐变得紧张,生态困境趋势越来越严峻。基于此,本文围绕着“生态公共产品供给机制”为主题,以生态公共产品为研究对象,利用生态足迹模型实证分析云南省生态公共产品的供给现状及困境,影响生态公共产品供给的因素,提出优化云南省生态公共产品供给的对策。围绕上述问题,本文研究的内容有:第一章生态公共产品的相关概念及理论概述。第一部分是相关概念的界定;另一部分是相关理论的界定。以生态公共产品为核心,解释内涵、特性及分类、界定相关理论的概念,为研究生态公共产品建立理论基础和指导。第二章云南省生态公共产品的供给现状分析。第一部分是自然型生态公共产品供给现状、第二部分是物质型生态公共产品供给现状、第三部分是制度型生态公共产品的供给现状,建立对生态供给现状的认识。第三章云南省生态公共产品供给的实证分析。第一部分主要内容包括2008-2018年人均生态足迹概况、人均生态承载力概况、人均生态赤字概况、人均万元GDP与人均生态压力概况、人均生态协调系数概况以及财政收支概况等内容。第二部分是生态公共产品供给面临的问题与困境,包括政府困境、经济困境、社会困境及自然困境等内容。第四章云南省生态公共产品供给困境的成因探讨。第一部分是政府因素分析,第二个部分是经济因素分析,第三个部分是社会因素分析及第四个部分是自然因素分析等部分。第五章优化云南省生态公共产品的供给研究。第一部分是政府因素,完善生态公共产品的政府协同供给模式;第二部分是经济因素,优化生态公共产品供给的市场发展格局;第三个部分是社会因素,增强生态公共产品供给的社会力量;第四个部分是自然因素,提升生态公共产品供给的政府监管力度。更多还原

【Abstract】 Ecological environment is the energy source of human survival and development,and the basis of sustainable development of a country.Reform and opening up has promoted the rapid development of economy,the relationship between human and nature has become increasingly tense,the survival of the natural environment has become increasingly tense,and the ecological dilemma is becoming more and more serious.Based on this,this paper focuses on the theme of "supply mechanism of ecological public goods",takes ecological public goods as the research object,uses the ecological footprint model to empirically analyze the supply status and difficulties of ecological public goods in Yunnan Province,the factors affecting the supply of ecological public goods,and puts forward the countermeasures to optimize the supply of ecological public goods in Yunnan Province.Around the above problems,the contents of this paper are as follows:The first chapter is the overview of the related concepts and theories of ecological public goods.The first part is the definition of related concepts;The other part is the definition of related theories.Taking ecological public goods as the core,this paper explains the connotation,characteristics and classification,and defines the concepts of related theories,so as to establish theoretical basis and guidance for the study of ecological public goods.The second chapter analyzes the supply status of ecological public goods in Yunnan Province.The first part is the supply status of natural ecological public goods,the second part is the supply status of material ecological public goods,the third part is the supply status of institutional ecological public goods,to establish the understanding of the current situation of ecological supply.The third chapter is the empirical analysis of ecological public goods supply in Yunnan Province.The first part mainly includes the general situation of per capital ecological footprint,per capital ecological carrying capacity,per capital ecological deficit,per capital ten thousand yuan GDP and per capital ecological pressure,per capita ecological coordination coefficient,and the general situation of fiscal revenue and expenditure during 2008-2018.The second part is about the problems and dilemmas faced by the supply of ecological public goods,including government dilemmas,economic dilemmas,social dilemmas and natural dilemmas.The fourth chapter discusses the causes of the supply dilemma of ecological public goods in Yunnan Province.The first part is the government factor analysis,the second part is the economic factor analysis,the third part is the social factor analysis and the fourth part is the natural factor analysis.Optimizing the supply of ecological public goods in Yunnan Province.The first part is the government factor,perfect the government coordination supply mode of ecological public goods;The second part is economic factors,optimizing the market development pattern of ecological public goods supply;The third part is social factors,enhance the social power of ecological public goods supply;The fourth part is the natural factors,to enhance the government supervision of the supply of ecological public goods.更多还原
