【摘要】 自改革开放以来,行政审批改革是中国改革中的重要环节,为政府改革的重要组成部分,也是建设以法治和服务为基础的政府中的一个重要方面。随着我国经济进入一个新的发展阶段,政府的职能定位要求更高。深化行政服务改革,市场在更好地资源配置方面发挥着决定性的作用,促进经济发展和建设人民满意的服务型政府等,这些都是政府的重要课题,也是政府全面改革的基础。在放管服改革的大背景下,地方政府需要不断探索和创新,简化行政管理和下放权力,将权力下放和有效监管结合起来,优化服务,更有效简化审批程序,加强监管和改善服务。本文以温州市龙湾区为例,采用实地调查法、文献研究法和个案研究法,以“最多跑一次”改革为契机,主要对温州市龙湾区行政审批服务改革的现状以及所采取得一系列举措等情况进行分析,找出在审批、监管和协同等方面还存在一系列问题,比如窗口人员的服务水平参差不齐、部分审批改革形同虚设、审批流程有待优化、中介服务质量不高、监督问责机制不够完善等,分析指出当前龙湾区行政审批服务改革问题的原因有思想认识不到位、职能部门墨守成规、部门之间的“信息壁垒”、中介机构的营利性、权力利益冲突等。可以说,行政审批服务改革作为地方政府深化改革的一项重要任务,还有许多艰巨的难题需要克服,必须有不达目的决不罢休的决心,使改革工作不断创新,有所突破。最后,根据对行政审批服务的国内外研究,本文提出了解决龙湾地区行政审批服务改革过程中出现的问题和原因,并提出建议与可行性对策。转变工作作风、提升服务水平,做好标准化服务、优化流程再造,科学设置环节、加强协同合作,完善中介超市、规范中介行为,强化内外监督、完善监管机制,希望能在龙湾区的行政审批服务的改革起参考作用。更多还原

【Abstract】 Since the reform and opening up,the reform of administrative examination and approval is an important link in China’s reform,an important part of government reform,and an important aspect in building a government based on the rule of law and service.With China’s economy entering a new stage of development,the government’s functional positioning requirements are higher.The market for deepening the reform of administrative services plays a decisive role in the better distribution of resources,the role of the government is to promote the satisfactory economic development of the people,and the service is to consolidate peace.These are important themes of the government and the basis for the overall reform of the government.Based on the broader context of ongoing service reform,continuous exploration and innovation are needed on how local authorities can streamline administration and decentralization,combine decentralization with effective regulation,and optimize services.Effectively simplify approval procedures,strengthen supervision and improve services.Taking Longwan District of Wenzhou City as an example,this paper takes the field investigation method,literature research method and case study method as an opportunity to "run at most once" reform,mainly analyzes the present situation of administrative examination and approval service reform in Longwan District of Wenzhou City and a series of measures taken.It is pointed out that the reasons for the current reform of administrative examination and approval service in Longwan District are not in place of ideological understanding,the adherence of functional departments to the rules,the "information barrier" between departments,the profit-making of intermediary organizations,and the conflict of power interests.It can be said that the reform of administrative examination and approval service,as an important task for local governments to deepen the reform,there are still many difficult difficulties to overcome,must have the determination to never give up the goal,so that the reform work is constantly innovative and breakthrough.Finally,according to the international research on administrative supervision services,this paperputs forward the problems and reasons in the process of administrative supervision reform in Longwan area,and puts forward the solutions and suggestions.Changing work style,improving service level,doing standardized service,optimizing process reengineering,setting up links scientifically,strengthening cooperative cooperation,perfecting intermediary supermarket,standardizing intermediary behavior,strengthening internal and external supervision,perfecting supervision mechanism,and playing a reference role in the reform of administrative examination and approval service in Longwan District.更多还原
