【摘要】 提供公共文化服务,是政府应有的职能。近些年,随着我国社会主要矛盾的变化,城市化进程不断推进,使城乡二元结构发生了深刻变化,农村人均可支配收入稳步提升,农村居民也逐步享受到了改革发展的红利,但农村文化建设依然是我国经济社会发展过程中的一个短板和弱项。农村文化广场建设及利用方面的问题日益突出,农村居民的文化需求得不到合理满足,让大量的低俗文化思想、宗教思想在农村有了巨大的“市场”,也不断充斥着农村居民的大脑。通过调查研究我国中部地区某一镇农村文化广场的建设及利用情况,就基层政府如何履行好自身文化服务职能,提升农村文化广场的建设及利用效率,提供了解决办法,从而使农村公共文化服务供给更加高效。通过走访、问卷调查、访谈、查阅档案资料等方式进行调查,研究者发现L县W镇由于各种原因,导致农村文化广场建设及利用方面存在很多问题,具体表现为:一是农村文化广场建设数量不足且不均衡。二是农村文化广场建设随意性大。三是农村文化广场建设质量低。四是农村文化广场管理维护不到位利用率低。五是开展的农村公共文化活动缺乏吸引力。六是农村居民的文化需求被忽视。为解决农村文化广场建设及利用方面的问题。第一,构建农村文化广场多渠道资金供给体系。第二,科学建设管理农村文化广场。第三,合理配置文化资源提升文化广场使用效率。第四,畅通农村居民文化需求表达机制。第五,加强对农村居民的主流思想引导。畅通农村居民文化需求表达机制,让农村居民敢于表达自身的需求,同时政府应主动收集整理这方面的合理需求,分类进行供给,让农村文化广场成为文化供给和文化需求对接的场所,进一步提升农村文化广场的利用率。更多还原

【Abstract】 It is a proper function of the government to provide public cultural service.In recent years,with the change of the social principal contradictions of our country,the urbanization process is advancing constantly,which makes the urban-rural dual structure change profoundly,per capita disposable income in rural areas has risen steadily,and rural residents have gradually enjoyed the dividend of the reform and development.However,in the process of China’s economic and social development,the rural cultural construction is still a short board and weaknesses.Problems in the construction and utilization of rural cultural squares have become increasingly prominent,the cultural needs of rural residents cannot be reasonably met,a large number of vulgar cultural and religious thoughts have created a huge "market" and constantly filled the minds of rural residents.Through the investigation and study of the construction and utilization of rural cultural square in a town in central China,this paper provides a solution for the primary level government to fulfill its own cultural service function and improve the construction and utilization efficiency of the rural cultural square,thereby making the rural public cultural service supply more efficient.Through field visits,questionnaire surveys,personal interviews,and access to archival data,the researcher found that due to various reasons,there are many problems in the construction and utilization of rural cultural squares in W Town,County L.The specific manifestations are as follows: Firstly,the construction quantity of rural cultural squares is insufficient and unbalanced.Secondly,the construction of rural cultural squares is haphazard.Thirdly,the quality of rural cultural squares construction is low.Fourthly,the rural cultural squares are not well managed and maintained,and the utilization rate is low.Fifthly,the rural public cultural activities are not attractive.Sixthly,the cultural needs of rural residents have been ignored.In order to solve this problems,first of all,it is necessary to construct a multiple channel funding supply system of the rural culture squares.Secondly,construct and manage the rural cultural squares scientifically.Thirdly,rationally allocate cultural resources to improve the efficiency of using cultural squares.Fourthly,smooth the expression mechanism of rural residents’ cultural needs.Finally,strengthen the rural residents of the mainstream ideology guidance.At the same time,the government should take the initiative to collect and sort out reasonable demands in this respect and conduct supply according to different categories.In this way,the rural cultural square can become a place where the cultural supply meets the cultural demand,and further improve its utilization rate.更多还原
