【摘要】 十八大以来,地方政府投融资企业面临改革发展的新机遇和新挑战,如何准确把握新的国家政策和市场发展方向,实现企业的转型升级,制定符合企业健康、持续、稳定、长远发展的战略,是地方政府投融资企业目前面临的重要问题。十多年来,XC投资开发集团快速发展,对当地的经济发展和城镇化建设发挥了重要作用。但在快速发展的同时,也出现由于债务规模的急剧扩张引发的债务风险、公司运营不规范、人员管理有漏洞等问题。随着经济发展结构的不断调整,国家对投融资类企业不断加强监管和调控,对企业的发展提出了新的挑战。为使集团具有核心的竞争力和持续的发展动力,必须进行“二次创业”,以改革和开拓的精神,调整经营结构和产业结构,做强做实集团产业。本文运用现代战略管理理论与方法,结合知名学者提出的关于企业发展战略的理论知识,并在借鉴国内其他标杆集团成功经验的基础上,对XC投资开发集团的发展战略进行了全面的分析研究。首先对XC投资开发集团的外部环境作了相关分析:运用PEST分析模式相关知识,分析了XC投资开发集团发展的外部宏观环境,包括政治环境、经济环境、社会环境和技术因素;运用波特五力分析模型对XC集团所处的产业竞争环境进行了分析。其次,详细分析了XC投资开发集团的内部资源状况,包括集团的资产状况、业务模式、投资领域、融资渠道、负债状况分析。最后,运用SWOT分析法将集团面临的机会、威胁、优势和劣势作了全面分析,明确集团定位、战略发展方向和具体发展措施,梳理影响集团发展的关键因素和瓶颈问题,选择了适合集团科学发展的SO战略,提出集团的战略发展规划,明确未来发展方向和战略实施关键路径,为XC投资开发集团新一轮发展提供战略蓝图,并制定了详细的保障战略实施的措施,希望能为其他地方政府投融资类企业的发展提供一定的借鉴和参考。更多还原

【Abstract】 Since the 18 th National Congress,local government investment and financing enterprises are facing new opportunities and challenges of reform and development.How to accurately grasp the new national policy and market development direction,realize the transformation and upgrading of enterprises,and formulate strategies that are in line with the healthy,sustainable,stable and long-term development of enterprises are the important problems that local government investment and financing enterprises are facing at present.Over the past decade,XC Investment Group has developed rapidly and played an important role in local economic development and urbanization.But there are also some problems meanwhile the rapid development,such as debt risk caused by the rapid expansion of debt scale,non-standard operation of the company,loopholes in personnel management and so on.In order to make the group have the core competitiveness and sustained development power,we must carry out “second entrepreneurship”,adjust the management structure and industrial structure in the spirit of reform and development,and strengthen the group industry.This paper uses modern strategic management theory and method,combines the theoretical knowledge of enterprise development strategy put forward by well-known scholars,and based on the successful experience of other domestic benchmarking groups,carries out a comprehensive analysis and research on the development strategy of XC Investment Group.Firstly,the external environment of XC Investment Group was analyzed.Using the relevant knowledge of PEST analysis mode,the external macro environment of XC Investment Group development was analyzed,including political environment,economic environment,social environment and technical factors.The model analyzes the industry competition environment in which XC Group is located.Secondly,it analyzes in detail the internal resources of XC Investment Group,including the asset status,business model,investment field,financing channels,and debt status.Finally,the opportunities,threats,strengths and weaknesses faced by the group are comprehensively analyzed by SWOT analysis method,clarify the group positioning,strategic development direction and specific development measures,and sort out the key factors and bottlenecks affecting the Group’s development.The SO strategy suitable for the scientific development of the group,put forward the strategic development plan of the group,clarify the future development direction and the key path of strategic implementation,provide a strategic blueprint for the new round of development of XC Investment Group,and hope to invest in other local government investment and financing enterprises.Development provides some reference and reference.更多还原
