社会资本视域下拆迁安置社区居民参与演变过程研究

【摘要】 随着基层社区治理创新体制的不断发展,居民的参与问题越来越成为实践中的难点问题,如何推动居民参与向纵深发展成为时代的课题。拆迁安置社区是一种特殊社区类型,其居民的参与状况更是影响着社区的发展。通过采用质性研究方法,以社会资本理论为视角,时间发展为序列,对拆迁安置社区居民的参与过程进行研究,探寻其背后的发展机制,从而总结出拆迁安置社区居民参与的演变过程,进一步丰富理论的内涵与适用性。研究发现:在社区互动→社区网络→社区规范→社区信任的社会资本产生过程中,居民的参与先后经历了乡土情结下的无序参与、社团组织培育下的被动参与以及需求为本下的配合参与。在无序参与中需要注重居民领袖的挖掘与培养以及厚信任和邻里互助网络社会资本的产出;在被动参与中需要注重社团的创建以及互惠规范社会资本的产出;在配合参与中需要注重社团公益项目的承接以及社会信任社会资本的产出。拆迁安置社区居民的不同参与之间的界限是模糊的和不清晰的,每一新的居民参与阶段中都包含有其他阶段中的居民参与,每一居民参与阶段中的社会资本产出都是奠定在上一居民参与阶段中社会资本产出的基础上,社会资本与居民参与相互影响,共同推动着居民参与由“浅”向“适度”的不断发展。更多还原

【Abstract】 With the continuous development of the grassroots community governance innovation system,the problem of residents ’participation has increasingly become a difficult problem in practice.How to promote the residents’ participation to develop in depth has become the subject of the times.The demolition and resettlement community is a special type of community,and the participation of its residents affects the development of the community.Through the use of qualitative research methods,from the perspective of social capital theory,with time development as a sequence,the participation process of the residents of the demolition and resettlement community is studied,and the development mechanism behind it is explored to summarize the evolution process of the participation of the residents of the demolition and resettlement community.Further enrich the connotation and applicability of the theory.The study found that in the process of community interaction → community network →community norms → community trusted social capital generation,residents’ participation has experienced disorderly participation in the rural complex,passive participation in the cultivation of community organizations,and demand-based Cooperate and participate.In the disorderly participation,it is necessary to pay attention to the mining and training of resident leaders and the output of social capital with strong trust and neighborhood mutual assistance network;in the passive participation,it is necessary to focus on the creation of associations and the regulation of social capital output;in the cooperative participation,it needs to pay attention to the acceptance of social welfare projects and the output of social trust and social capital.The boundary between the different participation of residents of the demolition and resettlement community is vague and unclear.Each new resident participation stage includes resident participation in other stages,and the social capital output in each resident participation stage is based on the output of social capital in the previous stage of residents’ participation.Social capital and residents’ participation influence each other,and jointly promote the continuous development of residents’ participation from "shallow" to "moderate".更多还原
