基于CMM成熟度模型的城市地震灾害应急管理能力评估

【副题名】以H省18个市县应急调查实践为例

【摘要】 我国应急管理部的成立将威胁国家安全和社会稳定的各项风险危机问题进一步纳入治理战略中,尤其地震灾害因其发生的突然性、难以预测性以及危害范围的广泛性、危害结果的难控性,成为我国灾害治理的重要内容,地方应急管理能力的建设也成为灾害治理的关键任务之一。随着大部制改革的推进,旧有的治理组织和制度不断变迁,地方政府职能部门的调整和重构导致新的灾害治理组织格局对于应急管理能力的影响难以衡量。本文在这一背景下,基于应急治理新格局下的H省调查实践,将早期适用于软件成熟度水平测量的CMM(Capability Maturity Model)模型引入政府应急能力评估工作中,结合SW-CMM(Software CMM)软件成熟度模型,PCMM(People CMM)人员能力成熟度模型与CMMI(Capability Maturity Model Integyration)成熟度模型集成的内容与特点,构建 EEM-CMM(Earthquake Emergency Management Capability Maturity Model)地震灾害应急管理能力成熟度模型,将应急管理能力成熟度划分为初始级、已管理级、已定义级、定量管理级与持续优化级,关注应急管理能力的灾害准备、政府组织内部建设、政府外部工作展开、组织应急工作的定量化管理以及应急管理社会力量的培育,对H省18个市县开展以上各项工作的成熟度评价,得出该省的地震灾害应急管理工作整体落实情况良好,其中11个市县能力表现优秀,5个市县能力表现良好,另有1个市县能力表现一般,1个市县能力表现不及格。在分析市县具体存在的问题与困境时,本文从制度机制准备困境、组织内部准备困境、社会环境准备困境、信息建设准备困境与民间力量准备困境展开,并基于抗逆力理念,从静态抗逆力与动态抗逆力出发,于组织规划中权责的部署和落实、组织环境内部的管理和保障、信息平台技术的重视和应用、外部社会环境的防御和训练、民间力量的采纳和培育五方面提出能力提升的对策建议,全面提升H省各市县地震应急能力。

【Abstract】 The establishment of National Ministry of Emergency Management further incorporated the risks of national security and social stability into the governance strategy.Since earthquake disasters are sudden,unpredictable,extensively harmful,and difficult to control,they have become an important part of crisis management.The construction of local emergency management capabilities has also become one of the key tasks of disaster management.With the advancement of major ministries reform,the old governance organizations and systems continue to change,and the adjustment and reconstruction of local government functional departments have made it difficult to measure the impact of the new disaster governance organization pattern on emergency management capabilities.In this context,based on the investigation practice of H province under the new pattern of emergency governance,this article introduces the CMM(Capability Maturity Model)that was applied to the measurement of software maturity level into the government emergency capability assessment work,and combines the content and characteristics of SW-CMM(Software CMM),PCMM(People CMM)and CMMI(Capability Maturity Model Integration),to build EEM-CMM(Earthquake Emergency Management Capability Maturity Model),and divide the emergency management capability maturity into initial level,managed level,defined level,quantitative management level and continuous optimization level,focusing on disaster preparedness of emergency capabilities,internal construction of government organizations,development of external government work,quantitative management of organization emergency work and emergency social forces.Then this article evaluates the maturity of the above work in 18 cities and counties of H Province,and concludes that the earthquake disaster emergency management work in the province is well implemented.Among them,11 cities and counties performed excellent,and 5 cities and counties performed well,And 1 city/county had average performance,and 1 city/county failed.When analyzing the specific problems and predicaments of cities and counties,this article starts from the institutional mechanism,internal organization,social environment,information construction and civil forces.Based on static resilience and dynamic resilience,this article proposes suggestions from five aspects the distribution of powers and responsibilities in the organization,the internal management of the organizational environment,the application of information platform technology,the construction of the external social environment,and the cultivation of civil forces to comprehensively improve earthquake management capacity.
