【摘要】 教育培训关系着我国教育资源强国宏伟目标的实现,关系着我国经济的繁荣发展。近年来,随着互联网的不断发展,社会节奏的不断加快,再加上线上教育机构的特点和优势,网络机构受到越来越多人的认可,各类新兴的网校、教育机构及相关网站也不断涌现。但线上培训机构的蓬勃发展也存在诸多问题,许多线上培训机构为获得更多的利益,夸大教育机构实力、未办理或办全相关证件、机构收费标准不公开透明、教学质量良莠不齐等,使学生未能真正的享受到线上培训机构所带来的益处。针对这种情况,结合我国社会转轨时期市场特点,以市场失灵理论、外部性理论和善治理论作为依托,总结过往经验,借鉴国外先进研究成果,对线上培训机构进行调查研究,重点研究政府对其进行的市场监管情况。针对政府监管过程中出现的线上教育机构门槛设定不明确、质量监管不到位、市场竞争缺乏规范、政府监管相对市场发展较滞后等问题,将理论研究和实证研究相结合,最终得出来一些相关的监管建议。首先,要规范线上教育市场行为;其次要健全监管制度体系;第三,要建立线上教育行业信誉榜单;第四,要发挥好大数据时代的“云治理”。以期对线上教育培训市场的规范运行和稳健发展提供理论支撑,为我国政府规范线上教育市场运行,提供有效的借鉴。更多还原

【Abstract】 Education and training is related to the realization of the great goal of China’s education resources power and the prosperity and development of China’s economy.In recent years,online education and training institutions have played an increasingly important role in meeting the diverse needs of students and promoting the reform and innovation of education model.In addition,with the continuous development of the Internet,the constant acceleration of social rhythm,coupled with the characteristics and advantages of online education,online schools are recognized by more and more people,and various emerging online schools and related websites are also emerging.However,there are many deficiencies in the vigorous development of online training institutions.In order to gain more benefits,many online training institutions exaggerate the strength of educational institutions,fail to handle or do all the relevant certificates,the institutions’ charging standards are not open and transparent,and the teaching quality is uneven,so that students can not really enjoy the benefits brought by online training institutions.In view of this situation,combined with the characteristics of the market in the period of social transition in China,relying on the theories of market failure,externality and good governance,summing up the past experience,drawing on the advanced research results of foreign countries,conducting investigation and Research on online training institutions,focusing on the market supervision conducted by the government,and combining the theoretical research and empirical research,we finally get some results Relevant regulatory recommendations.First,we need to standardize the online education market behavior;second,we need to improve the regulatory system;third,we need to establish the online education industry reputation list;fourth,we need to give full play to the "cloud governance" in the era of big data.In order to provide theoretical support for the standardized operation and steady development of online education and training market,and provide effective reference for our government to regulate the operation of online education and training market.更多还原
