德州供电公司电力工程安全风险管理

【摘要】 随着现代经济水平的不断提升,我国的电力建设也达到了一个世界领先的国际水平,大量的电力工程开工建设,对于工程的管理能力也得到了锻炼和提升。但是对近年的电力工程统计分析发现,电力工程的施工安全风险管控依然是亟待解决的问题,因此,有效及时的提升电力工程的安全风险管理能力对于电力系统的工程管理是极其重要的,是一切发展的前提。文章通过查询统计大量文献,对安全风险管理的现状进行调查分析,发现安全风险管理目前是难以量化分析管控的一项问题,缺乏真正客观量化的研究成果。本论文以实际工程为例,通过清单核对法对该项目的安全风险逐一分析,与其他典型工程进行对比和借鉴,最终形成该工程的安全风险清单。本文使用模糊综合评价法对所有安全风险进行分类计算,将其分为4类风险,通过将风险进行定性量化分析,得出较为客观的安全风险等级,从而将安全风险进行风险等级划分。最后,本文针对不同的安全风险类别,提出具体可行的安全管控措施,进而将部分风险扼杀在摇篮之中,大幅降低了安全风险隐患数量,提升了工程的安全风险管控能力。
【Abstract】 With the continuous improvement of modern economic level,China’s power construction has also reached a world-leading international level,a large number of power project construction,the management of the project has been trained and improved.However,statistical analysis of electric power projects in recent years shows that the construction safety risk control of electric power projects is still an urgent problem to be solved,effective and timely promotion of power engineering safety risk management capability is very important for power system engineering management,is the premise of all development.By consulting a large number of literature,this paper investigates and analyzes the present situation of security risk management,and finds that security risk management is a problem which is difficult to analyze and control quantitatively,and lacks of real objective and quantitative research results.This paper takes the actual project as an example,analyzes the safety risk of the project one by one through the checklist method,compares and draws lessons from other typical projects,and finally forms the safety risk list of the project.In this paper,all safety risks are classified and calculated by means of the method of mould and synthesis evaluation,which is divided into 4 kinds of risks,thus the security risk is classified into risk grades.Finally,according to different types of safety risks,this paper puts forward concrete and feasible safety control measures,which will nip some risks in the cradle,greatly reduce the number of safety risks,and enhance the ability of safety risk management and control.
