S高校智慧校园建设项目风险管理研究

【摘要】 随着信息化建设的高速发展,人们的生活已发生前所未有的改变,整个教育体系的深刻变革也在逐步进行。《国家信息化发展战略纲要》和《“十三五”国家信息化规划》明确提出,高校要把握技术变革趋势,聚力建设智慧校园,推动教育智慧化转型[1]。智慧校园是在数字校园的基础上,通过综合运用物联网、云计算、大数据、社交网络、人工智能等新一代信息技术,全面感知校园物理环境。它是高校信息化发展的高级形态,是对数字校园的提升和扩展[2],能够面向全校师生提供种类丰富的IT服务,构建整个校区数据共享的智慧应用信息体系,从而促进校园教学、科研、管理、校园服务全面创新发展。高校智慧校园建设不同于传统的工程项目建设,是新一代信息技术与教育管理相融合的复杂系统工程,主要立足于网络通信技术的发展之上,依靠云计算容纳海量数据,其建设更注重后期的运维和管理,主要体现在安全性、适用性和不断发展的创新性上,是一项建设周期相对较长的信息化系统工程。同时针对其建设过程中暴露出的问题也要进行创新建设,其建设过程是一个不断优化的过程。本文对S高校智慧校园建设项目全过程的风险管理进行研究,在对项目风险管理理论及相关文献梳理的基础上,分析S高校信息化建设的现状、存在的问题,然后剖析建设智慧校园项目的必要性、可行性、项目建设的原则、目标及具体建设内容,接着分析S高校智慧校园建设项目不同阶段的主要风险因素,根据风险类型和重要程度,将风险因素分类分级,构建S高校智慧校园建设项目风险管理评价体系,最后根据风险评估结果针对性地提出风险应对策略和措施。本研究不仅为S高校智慧校园建设项目顺利实施提供风险管控的具体指导,同时为其他高校智慧校园建设的风险管理提供参考借鉴。

【Abstract】 With the speedy development of informatization construction,people has got through unprecedent change in life,and the deep reform of the whole educational system is performing step by step.According to "The Abstract of National Informatization Development Strategy" and "National Informatization Plan in Thirteen-five",university has to adjust to the trend of technological revolution,and concentrate on the construction of smart campus,to promote the transform of intelligent education.Smart campus is an advanced form of university informatization,a further promotion and extension of digital campus,based on digital campus,comprehensively uses Internet of things,cloud computing,big data,social networking,Artificial intelligence,and other emerging information technology,comprehensive perception of the campus physical environment,to provide a variety of abundant IT services for all students and teachers in school,to construct data sharing and wisdom application system for the whole campus,to contribute to all-round and innovative development of campus education,scientific research,management and campus servicesThe construction of intelligent campus in colleges and universities is different from the construction of traditional engineering projects.It is a complex combination of the new generation of information technology and education management.It is mainly based on the development of network communication technology and relies on cloud computing to accommodate massive data,its construction pays more attention to the later operation and maintenance management,mainly manifests in the security,the applicability and the unceasing development innovation,is a construction cycle relatively long systems engineering.At the same time,in view of the problems exposed in the construction process,we should also carry out innovative construction,and the construction process is a continuous optimization processThis thesis researched on risk management of S-University Smart Campus Construction throughout the whole process,On the basis of combing the theory of Project Risk Management and relevant literature.this paper analyzes the present situation and existing problems of information construction in s universities.then it analyzes the necessity,feasibility,principles,objectives and specific contents of the construction of smart campus project,draws major risk elements of Smart Campus Construction of university in different stages,sorts the risk elements out by risk types and importance,to construct risk management and evaluation system of S-University Smart Campus Construction Project and finish project risk management research This research scheme offers basis for the smooth implementation of S-University Smart Campus Construction Project,and provides Smart University Construction of other universities with reference value.
