【摘要】 伴随着中国铁路的迅猛发展,铁路网络规模的扩大,铁路庞大的体系结构,需要品种多、数量多的物资,来维持日常的运营,因此不论从铁路运输保障的重要性方面,还是铁路企业降低成本、增加效益方面,采购管理水平的提高都至关重要,针对铁路运营物资采购管理的研究非常重要。通过对相关理论的学习,基于本人从事的铁路行业的工作背景,结合铁路运营物资管理现状,对铁路运营物资的特点、采购主体、采购流程、采购分类以及存在的问题进行分析总结。然后结合供应链协同管理思想,通过对协同管理层次、以及协同的关键要素进行分析得出铁路运营物资采购管理协同的关键因素,并据此提出相应的采购管理优化策略。在横向协同采购策略方面,首先提出了通过建立组织协同体系来实现物资采购管理的协同联动;其次通过采用Kraljic矩阵分类法建立铁路运营物资采购分类方法,并根据分类评价指标体系有区别的制定不同的采购分类;最后在业务协同层面提出集中化采购、建立区域采购联盟的内部协同策略。在纵向协同采购策略方面,首先根据采购分类模型从运营物资的差异化特征方面对供应商进行分类管理,对不同的类型采取不同的管理方式;其次提出基于VMI和JMI的两种采购模式,实现供需双方业务纵向协同;最后提出了利用信息技术建立铁路运营物资采购供应链管理平台,实现铁路内外部资源的信息整合与数据共享。经过研究论证,根据协同管理的关键因素进行的基于企业内部横向协同和外部纵向协同的优化策略,能有效改善铁路运营物资采购供应链的管理,提高铁路企业的运营物资采购管理水平,降低采购成本。更多还原

【Abstract】 Along with the rapid development of China railway,the expansion of railway network,railway large architecture,need of variety and quantity of goods,to maintain the daily operation,therefore no matter from the aspects of the importance of the security of railway transportation,railway enterprises to reduce costs,increase efficiency,the improvement of purchasing management is crucial,study of railway goods procurement management is very important.Through the study of relevant theories,based on my working background in the railway industry and combining with the current situation of railway operating materials management,the characteristics,procurement subjects,procurement process,procurement classification and existing problems of railway operating materials are analyzed and summarized.Then combined with the idea of collaborative management of supply chain,through the analysis of collaborative management level and the key elements of coordination,the key factors of procurement management coordination of railway operation materials are obtained,and the corresponding procurement management optimization strategy is proposed accordingly.In the aspect of the horizontal cooperative purchasing strategy,the paper first proposes to realize the cooperative linkage of material purchasing management by establishing the organizational cooperative system.Secondly,Kraljic matrix classification method was used to establish the procurement classification method of railway operation materials,and different procurement classification was made according to the classification evaluation index system.Finally,at the level of business collaboration,the internal coordination strategy of centralized procurement and regional procurement alliance is proposed.In the aspect of vertical collaborative procurement strategy,firstly,according to the procurement classification model,suppliers are classified and managed according to the differentiation characteristics of operational materials,and different management methods are adopted for different types.Secondly,two procurement modes based on VMI and JMI are proposed to realize vertical business collaboration between the supply and demand sides.Finally,it is proposed to use information technology to set up a supply chain management platform for railway operation material procurement,so as to realize information integration and data sharing of railway internal and external resources.Through research and demonstration,the optimization strategy based on internal horizontal coordination and external vertical coordination based on the key factors of collaborative management can effectively improve the management of railway operation material procurement supply chain,improve the management level of railway operation material procurement,and reduce the procurement cost.更多还原
