【摘要】 2018年,世界银行对全球贫困情况进行调研并作出报告,对过去的25年全球消除贫困情况作了全方面统计,并在报告中指出,部分国家和地区贫困问题根深蒂固、最贫困40%人口的收入停滞甚至倒退,扶贫仍是各国政府今后的重点工作。中国改革开放四十多年来,各级政府对扶贫都十分重视,做好扶贫工作对于国家消除贫困、拉动内需、促进经济增长、保障社会和谐发展都有着十分重要的影响,是全面建成小康社会的必然要求。然而,就目前扶贫工作现状而言,尤其是精准扶贫这一概念提出以来,扶贫工作要求越来越高,这就需要政府能正确履行职能,妥善协调扶贫领域各方关系,不断促进扶贫工作平稳有序发展,扶贫行政行为合法规范,建设有效精准扶贫管理机制,创新精准扶贫新模式。本文笔者主要从政府如何在精准扶贫工作中发挥其作用作为论文主旨,以贫困及扶贫工作的基本理论为基础,以新公共管理理论和政府职能理论等理论为依据,以盐城市大丰区草堰镇为研究对象,通过实地调研,走访农户,访问扶贫干部等方式和途径获得第一手数据,对草堰镇农村贫困现状和精准扶贫工作的基本情况进行梳理,通过研究草堰镇扶贫办制作的各类扶贫报表和工作报告,对草堰镇政府在精准扶贫工作中所发挥的政府作用进行研究分析,从中发现影响草堰镇在精准扶贫工作中发挥政府作用的原因,并给予此提出有效可行的对策或建议。该论文有图6幅,表格2张,参考文献50篇。更多还原

【Abstract】 In 2018,the world bank conducted a survey and report on the global poverty situation,made a comprehensive statistics on the global poverty eradication in the past25 years,and pointed out in the report that poverty problems in some countries and regions are deeply rooted,the income of the poorest 40% of the population stagnates or even regresses,and poverty alleviation is still the key work of governments in the future.Over the past 40 years of China’s reform and opening up,governments at all levels have attached great importance to poverty alleviation.Doing a good job in poverty alleviation has a very important impact on the country’s poverty eradication,stimulating domestic demand,promoting economic growth and ensuring the harmonious development of society.It is an inevitable requirement for building a moderately prosperous society in an all-round way.However,as far as the current situation of poverty alleviation is concerned,especially since the concept of targeted poverty alleviation was put forward,the requirements for poverty alleviation are becoming higher and higher,which requires the government to correctly perform its functions,properly coordinate the relations between all parties in the field of poverty alleviation,continuously promote the steady and orderly development of poverty alleviation,legally regulate the administrative behavior of poverty alleviation,build an effective management mechanism for targeted poverty alleviation,and innovate a new model of targeted poverty alleviation Type.Based on the basic theory of poverty and poverty alleviation,the theory of new public management and the theory of government functions,and the research object of Caoyan Town,Dafeng District,Yancheng City,the author obtained the first-hand number through field research,visiting farmers,visiting poverty alleviation cadres,etc According to the analysis of the current situation of rural poverty and the basic situation of targeted poverty alleviation in Caoyan Town,through the study of various poverty alleviation reports and work reports made by Caoyan Poverty Alleviation Office,the paper analyzes the role of Caoyan government in targeted poverty alleviation,finds out the reasons that affect the role of Caoyan government in targeted poverty alleviation,and puts forward this paper Effective and feasible countermeasures or suggestions.There are 6 pictures,2 tables and 50 references in this paper.更多还原
