【摘要】 随着我国国民经济和项目建设的飞速发展,项目管理工作显得日趋重要,招标采购工作是项目管理工作中至关重要的环节,并且在实际项目管理应用中也存在或多或少的问题。本论文从项目管理者的角度出发,旨在对招标采购管理工作开展全过程全方位的全面研究,从大局范围发现并解决招标采购管理中的不足之处,以帮助企业和管理者提高管理水平,实现对招标采购管理的良好控制。本论文应用项目管理所涉及的十大知识领域为理论基础,对A光伏项目的招标采购管理案例进行全过程全方位的剖析,分析了该案例从项目启动到招标完成的整个过程,评价招标采购工作在各个环节、各个知识领域的优势和不足,按照项目管理的方法,针对各方面问题提出详细的改进建议。通过本论文的分析,我们发现实际案例的招标采购管理工作在很多方面存在不足,如项目人力资源管理、风险管理、质量管理等方面;诊断分析完问题后根据问题有针对性的提出不少改进建议和完善措施,如在风险管理方面要设立机构,开展风险识别、评估、应对策划等。通过本论文对招标采购管理工作问题的诊断分析和改进措施建议,相信可以给相关企业和管理者提供参考借鉴,有利于招标采购活动的开展与控制,有利于招标采购所属项目的管理控制和目标实现,也有利于企业对管理工作的改进,使企业的招标采购管理工作依法运行、规范有序,实现规范化、标准化、信息化管理,助力企业跟上时代飞速前进的步伐。更多还原

【Abstract】 With the rapid development of China’s national economy and project construction,project management has become increasingly important.Bidding and procurement is a crucial link in project management,and there are more or less problems in the actual project management application.From the perspective of project managers,this paper aims to carry out a comprehensive study on the whole process of bidding and procurement management,and find and solve the deficiencies in bidding and procurement management from the overall situation,so as to help enterprises and managers improve their management level and achieve a good control of bidding and procurement management.This paper uses the ten knowledge fields involved in project management as the theoretical basis,conducts an all-round analysis of the bidding and procurement management case of A photovoltaic project,analyzes the case from project initiating to complete the whole process of project,to evaluate the advantages and disadvantages of the bidding procurement work in each link and various knowledge areas,according to the project management method,in view of the problems puts forward improvement Suggestions.Through the analysis of this paper,we find that the bidding and procurement management of actual cases is deficient in many aspects,such as human resource management,risk management,quality management,etc.After the diagnosis and analysis of the problem,a number of improvement Suggestions and measures are proposed according to the problem,for example,we should set up an organization in risk management to carry out risk identification,assessment and response planning.Through the diagnosis and analysis of bidding and procurement management problems and suggestions on improvement measures in this paper,it is believed that it can provide reference for relevant enterprises and managers,is advantageous to the bidding and procurement activities to carry out and control,is beneficial to the management control and goal realization of the bidding project,is also conducive to the improvement of enterprise management,make the bidding and procurement management of enterprises run in accordance with the law and in a standardized and orderly manner,achieve standardization,standardization,information management,help enterprises keep up with the rapid pace of The Times.更多还原
