【摘要】 作为非经营性的基础设施项目,政府与社会资本合作(Public-Private-Partnership,PPP)模式为市政道路项目的融资问题带来了解决方案。但由于政府和社会资本方对项目存在不同的目标和期望,双方在项目风险分担上有着不同的诉求。如何保证风险分担的合理性和公平性,成为了亟待解决的问题。SH市政道路PPP项目由A市城乡建设委员会作为实施机构,通过公开招标方式择优选择社会资本,其实施范围为该路段全过程投融资、建设、运营维护等所有内容,项目实施周期长、风险因素多,所以本文对SH市政道路PPP项目风险分担方案进行设计,可以为本项目和其他市政道路PPP项目提供参考。本文首先对SH市政道路PPP项目风险管理的有关资料进行搜集,并通过调研深入分析项目风险识别的现状,在此基础上从PPP模式内涵、风险管理理论、项目风险分担等相关理论出发,分析出项目现阶段风险分担存在的问题,诸如风险分担不合理、缺乏风险分担保障策略等。其次总结和归纳SH市政道路PPP项目在风险分担上的现状,包括项目目前识别出的风险和识别的情况,分析风险分担的原则和风险分担的结果,调查了解风险分担保障措施的现状。再次识别出SH市政道路PPP项目的风险因素并确定风险分担比例。通过列举初步风险清单、问卷调研对初步清单进行筛选,再归纳总结出项目的风险类型,并最终确定项目的关键风险因素,并对风险产生的原因进行了分析。运用模糊综合评价法对风险因素进行评价,建立项目风险分担的模型,根据评价结果得出风险因素的分担比例和方案。最后,结合项目生命周期进行项目风险分担流程设计,对SH市政道路PPP项目风险分担方案提出组织保障措施、合同保障措施、履约保障措施和监管保障措施,还建立了当风险分担出现争议时的风险分担争议解决机制。更多还原

【Abstract】 As a non-operating infrastructure project,the Public-Private-Partnership(PPP)model brings solutions to the financing of municipal road projects.However,because the government and social capital parties have different goals and expectations for the project,the two parties have different demands on project risk sharing.The municipal road PPP of the municipality of the city is the implementing agency of the A city and the urban and rural construction committee.The social capital is selected through public bidding.The scope of implementation is all aspects of investment,financing,construction,operation and maintenance of the whole section of the road.The project implementation period is long and the risk factors are many.Therefore,this paper designs the risk sharing plan for the SH municipal road PPP project,which can provide reference for the project and other municipal road PPP projects.This paper first collects relevant data of risk management of PPP project of SH municipal road,and analyzes the status quo of project risk identification through investigation.Based on the related theories of PPP mode connotation,risk management theory and project risk sharing,this paper analyzes The problems of risk sharing at the current stage of the project,such as unreasonable risk sharing and lack of risk sharing protection strategies.Secondly,it summarizes and summarizes the current situation of SH municipal road PPP project in risk sharing,including the current risks and identification of the project,analyzes the principle of risk sharing and the results of risk sharing,and investigates the current status of risk sharing safeguards.Identify the risk factors of the SH municipal road PPP project again and determine the risk sharing ratio.By enumerating the preliminary risk list,the preliminary list is screened through questionnaire survey,and the risk type of the project is summarized,and the key risk factors of the project are finally determined,and the causes of the risk are analyzed.The fuzzy comprehensive evaluation method is used to evaluate the risk factors,establish a model of project risk sharing,and then draw the proportion and plan of risk factors according to the evaluation results.Finally,combined with the project life cycle to carry out the project risk sharing processdesign,the organizational security measures,contract guarantee measures,performance guarantee measures and regulatory safeguard measures for the SH municipal road PPP project risk sharing plan,and a risk sharing dispute resolution mechanism is also established when there is a dispute over risk sharing.更多还原
