地方政府城市扬尘污染治理问题研究

【摘要】 习近平总书记指出:“我们既要绿水青山,也要金山银山。宁要绿水青山,不要金山银山,而且绿水青山就是金山银山”。随着经济建设取得突飞猛进的成就,生态文明的建设步伐却略显滞后,社会大众同时也对空气质量提出了更高的要求。在我国的一些城市,城市扬尘污染已经成为困扰当地老百姓生活的重要因素之一,但是,政府在治理城市扬尘污染方面的经验尚显不足,治理效果也不明显。有些地方的治理方法“指标不治本”,采取了一些“头疼医头,脚痛医脚”的措施。论文基于环境污染的外部性理论、新公共管理理论、可持续发展理论为理论基础,在总结相关研究文献的基础上,通过问卷调查和访谈的形式对A市在扬尘污染治理政策的实施状况、存在问题及其原因进行了剖析,并有针对性的提出了治理对策。通过调查研究发现,A市在城市扬尘污染治理方面还存在着立法规范较少,执法力度弱;缺乏统一有效的监管机制;扬尘污染控制措施需要进一步优化;公众参与意愿强烈,却行动不足等方面的问题。在此基础上,深入剖析了其中的原因,为有针对性的提出治理对策奠定了良好的基础。对于城市扬尘污染的治理,无论是国内的漯河市、赣州市、廊坊市,还是国外的洛杉矶市、伦敦市都为国内城市扬尘污染治理提供了很多借鉴的地方。城市扬尘治理工作是一项长期而又艰巨的工作,同时又随着时代的发展而不断变化。因此,在理论分析和调查研究的基础上,本文从加强法律依据的建立、建立健全扬尘污染治理机制、强化扬尘污染排放控制措施、充分引导公众参与等方面提出了政府治理对策。更多还原

【Abstract】 At present,particulate matter has become the primary pollutant of urban air pollution in China.The amount of industrial dust and dust in the particulate pollutants is decreasing year by year,while the proportion of particulate matter from dust in the total amount of particulate pollutants is increasing year by year.At present,it has become the primary factor of urban particulate pollution.General secretary Xi Jinping pointed out: "we need to have beautiful scenery and Jinshan Yinshan.It’s better to have green water and green mountains than golden mountains and silver mountains,and green water and green mountains are golden mountains and silver mountains.".With the improvement of people’s living standards,the implementation of national energy conservation and emission reduction policies and the acceleration of urban ecological construction process in China,higher requirements are put forward for urban air quality.In many parts of our country,dust pollution is very painful.Although more efforts have been made to prevent and control dust pollution in many places,many of them are "headache,foot pain,foot pain",which is difficult to care about for a long time.Based on the externality theory,new public management theory and sustainable development theory of environmental pollution,and on the basis of summarizing relevant research literature,taking city a as an example,this paper analyzes the implementation status,existing problems and causes of dust pollution control policies in city a through the sorting of text materials and questionnaire survey of dust pollution in city a,and puts forward targeted suggestions The countermeasures are put forward.Through the questionnaire survey,it is found that there are still some problems in the governance of urban dust pollution in city a,such as less legislative norms,weak law enforcement,lack of unified and effective regulatory mechanism,further optimization of dust pollution control measures,strong willingness of public participation,but insufficient action.On this basis,in-depth analysis of the reasons for the proposed governance countermeasures laid a good foundation.For the treatment of urban dust pollution,whether Luohe City,Ganzhou City,Langfang City,or Los Angeles City and London City abroad,provide a lot of reference for the treatment of urban dust pollution in China.For example: further strengthen the environmental legal system,improve the legal level of environmental protection work;implement the environmental protection target responsibility system,form the environmental protection work force;strengthen environmental governance,actively explore new ways of environmental protection,etc.Urban dust control is a long-term and arduous work,but also with the development of the times and constantly changing.Therefore,on the basis of theoretical analysis and investigation,this paper puts forward the government countermeasures from the aspects of strengthening the establishment of legal basis,establishing and improving the dust pollution control mechanism,strengthening the dust pollution emission control measures and fully guiding the public participation.更多还原
