地方科协农业科技服务效率的时空演化研究
Study on the Temporal and Spatial Evolution of Agricultural Science and Technology Service Efficiency of Local Science and Technology Association

【摘要】 农业科技服务是加快我国农业现代化步伐、推进农业供给侧结构性改革和实现质量兴农与绿色发展的基本举措。近年来,地方科协依托各级基层组织,逐步打造了全方位、多层次、立体化的农业科技服务体系,成为我国农业科技服务的重要力量,在实现农业强、农村美、农民富中发挥着重要的科技支撑作用。本文依据公共服务理论、技术扩散理论、效率理论和新区域主义理论,界定地方科协农业科技服务效率时空演化相关核心概念,构建地方科协农业科技服务投入-产出效率评价指标体系,借助超效率DEA模型,对2008-2016年我国大陆31省(市、自治区)地方科协农业科技服务效率进行了测算与分析,并在此基础上构建探索性空间数据分析模型(ESDA),引入ROOK一阶邻近权重矩阵,从全局和局域两个维度对地方科协农业科技服务效率进行空间相关性分析,探索地方科协农业科技服务效率的时空演化格局。结果表明,2008-2016年,我国地方科协农业科技服务效率均值处在0.793-1.360之间,整体呈现波动上升趋势,东中西部区域之间、省际之间的差异显著;从区域层面看,东、中、西部2008-2016年的地方科协农业科技服务效率均值分别为0.990、0.711、1.190,呈现出“东部和西部高、中部塌陷”的格局;从省际层面看,地方科协农业科技服务效率较高的省份多分布在受中央政策支持力度大的西部地区和经济发达的东部地区,效率较低的省份则以中央政策支持力度相对较小且经济不太发达的中部地区最多;地方科协农业科技服务效率整体空间相关性呈现波动下降趋势,但不少省份在局域地理空间上呈现显著正向自相关。由此,应该从优化投入结构、提升服务水平、加强绩效管理、协调区域发展等方面采取措施,不断提高地方科协农业科技服务效率。
【Abstract】 Agricultural science and technology services are the basic measures to accelerate agricultural modernization,promote the structural reform of the agricultural supply side,and realize quality agriculture and green development.In recent years,local science and technology associations have gradually created an all-round,multi-level,three-dimensional agricultural science and technology service system relying on grassroots organizations at all levels,which has become an important force in agricultural science and technology services,and has played an important role in achieving agricultural strength,rural beauty,and peasant wealth.This paper defines the core concepts related to the spatial and temporal evolution of agricultural science and technology service efficiency of local science associations,and constructs the evaluation index system of agricultural science and technology service input-output efficiency of local science associations based on public service theory,technology diffusion theory,efficiency theory and new regionalism theory.Measure and analyze the efficiency of agricultural science and technology services of local science associations in 31 provinces(municipalities and autonomous regions)in China from 2008 to 2016 with the efficiency DEA model,build the ESDA model and the ROOK first-order neighbor weight matrix,analyze the spatial correlation of the local science and technology association’s agricultural science and technology service efficiency in the global and local dimensions,and explores the spatial and temporal evolution pattern of the local science and technology association’s agricultural science and technology service efficiency.The results show that from 2008 to 2016,the average efficiency of agricultural science and technology service is between 0.793 and 1.360,showing a volatility trend as a whole,and the difference between the provinces and the eastern,central and western regions is significant.The average efficiency of agricultural science and technology services of the local associations in the eastern,central and western regions of 2008-2016 was 0.990,0.711 and 1.190 respectively,showing the pattern of’east and west high,central collapse’.The provinces with high efficiency of agricultural science and technology services are mostly distributed in the western regions with strong central government support and the economically developed eastern regions.The provinces with low efficiency of agricultural science and technology services are mostly distributed in the central regions with less central government support and low economic development level.The overall spatial correlation of the service efficiency has shown a downward trend,but many provinces have significant positive autocorrelation in the local geographic space.Therefore,strategies should be adopted to optimize the input structure,improve service levels,strengthen performance management,and coordinate regional development,and continuously improve the efficiency of agricultural science and technology services of local science associations.
