重庆主城区交通拥堵综合治理研究

【摘要】 重庆作为大型城市以及山地城市的典型代表,近年来交通拥堵问题日益严峻。道路通行能力是衡量一个城市综合发展实力的重要因素,严重的拥堵会增加城市整体的经济成本,也在一定程度上制约着城市的经济发展。根据有关部门的统计显示,由道路交通拥堵造成的经济成本约占GDP比重的1%-3%之间,这个数字是不容小觑的,如何治理交通拥堵已经成为我国大城市亟待解决的突出难题。本文以重庆主城区交通拥堵现状作为研究背景,通过研读国内外相关文献专著、专业期刊,采用文献分析法、比较分析法及案例分析法,从重庆主城区、交通拥堵、交通拥堵综合治理的概念入手,论述了公共物品理论、政府管制理论及协同治理理论,为探讨重庆主城区交通拥堵综合治理研究打下良好的理论基础和提供理论依据。首先论述了重庆主城区目前拥堵现状及治理现状,选取了其中具有代表性的措施来进行介绍,主要涉及部署轨道交通网络、开通快速公交通道、严格施行限行管理,并对上述措施取得的治理效果进行了评价。其次,在实地分析主城区已采取的治理措施的基础上,提出了目前交通拥堵治理面临的五个方面的现实问题,一是道路规划建设不能适应机动车辆增长的需要;二是公共交通运输管理不能满足乘客需求;三是交通基础设施建设管理不能适应发展需要;四是交通运输执法管理力度不够;五是交通运输管理大数据运用不足;根据面临的问题分析了六个方面的原因,即统筹规划及协作联动机制不健全;机动车需求管理缺乏有效调控;公共交通扶持与引导力度不够;交通设施建设管理理念滞后;智能交通投入及管理不到位;交通执法管理保障机制不足。通过找出问题,分析原因,为下文进一步完善交通拥堵治理对策的提出提供思路。最后,本文在借鉴国内外城市治理交通拥堵宝贵经验的基础上,结合重庆的实际情况,因地制宜的提出了加强和完善重庆市主城区交通拥堵治理的六项对策,一是加强政府交通运输治理,完善治理体制;二是加强机动车的调控治理,有效控制其运行数量;三是推进公共交通治理科学化,提升公共交通吸引力;四是转变基础设施建设治理理念,完善交通基础设施建设;五是加强大数据管理平台建设,构建主城区智能化交通管理体系;六是完善交通法规体系,规范交通执法管理。通过以上对策建议的提出,旨在为缓解重庆主城区交通拥堵提供参考。本文提出的分析重庆市主城区已经采取的相关交通拥堵治理措施效果,以及提出的进一步改善交通拥堵状况的对策,真正的治理效果如何,还需要时间的验证,因此尚需持续性的跟进研究,不断在显现出的问题中加以完善。更多还原

【Abstract】 As a typical representative of large-scale cities and mountainous cities,Chongqing’s traffic congestion has become increasingly serious in recent years.Road capacity is an important factor to measure the comprehensive development strength of a city.Serious congestion will increase the overall economic cost of the city,and also restrict the economic development of the city to a certain extent.According to the statistics of relevant departments,the economic cost caused by road traffic congestion accounts for about 1%-3% of GDP,which can not be underestimated.How to deal with traffic congestion has become a prominent problem to be solved in large cities in China.Taking the current situation of traffic congestion in the main urban areas of Chongqing as the research background,this paper discusses the public goods theory,government regulation theory and coordinated governance theory from the concept of comprehensive management of traffic congestion in the main urban areas of Chongqing by studying related literature monographs,professional journals,literature analysis,comparative analysis and case analysis.Firstly,the paper discusses the current situation of congestion and control in the main urban area of Chongqing,and introduces the representative measures,which mainly involve the deployment of rail transit network,the opening of BRT channels,and the strict implementation of traffic restriction management,and evaluates the governance effect of the above measures.Secondly,on the basis of field analysis of the management measures already taken in the main urban area,five practical problems are put forward,one is that road planning and construction can not meet the needs of motor vehicle growth;the other is that public transport management can not meet the needs of passengers;third,transport infrastructure management can not meet the needs of development;fourth,transport law enforcement management is not enough;fifth,transport management data use is insufficient;according to the problems analysis of six reasons,namely,integrated planning and coordination mechanism;motor vehicle demand management is not effective;The support and guidance of public transportation is not enough;the concept of transportation facilities construction and management lags behind;the investment and management of intelligent transportation is not in place;and the guarantee mechanism of traffic law enforcement management is insufficient.By finding out the problems and analyzing the reasons,it provides ideas for further improving the traffic congestion control countermeasures.Finally,based on the valuable experience of urban traffic congestion management at home and abroad and the actual situation of Chongqing,this paper puts forward six countermeasures to strengthen and perfect traffic congestion management in Chongqing’s main urban areas.Fifth,strengthen the construction of big data management platform,build the main urban traffic management system;Sixth,improve the system of traffic laws and regulations and standardize traffic law enforcement management.Through the above countermeasures and suggestions,the aim is to provide a reference for alleviating traffic congestion in the main urban areas of Chongqing.This paper analyzes the effect of the relevant traffic congestion control measures that have been taken in the main urban areas of Chongqing,and puts forward the countermeasures to further improve the traffic congestion situation.The real effect of the control still needs time to verify.Therefore,it needs continuous follow-up research and continuous improvement in the emerging problems.更多还原
