电网企业独立输配电定价的测算方法及模型研究

【摘要】 伴随着中国电力体制改革的持续稳定地推进,电网企业独立输配电价的改革也进入一个非常重要的时期。依据《省级电网输配电定价方法》的相关要求,输配电价购销差价的盈利模式应该逐渐转变成依据“准许成本加合理收益”原则进行核定,从而实现分电压等级、分用户类别核定相对应的输配电价。本文首先对国内外输配电价的研究现状进行了阐述,在借鉴以及吸收国外输配电定价方法相关经验的基础上,结合目前我国的实际研究现状,为我国输配电价的测算核定工作提供良好参考依据。借助输配电定价模型,对H电网公司准许成本及有效资产进行核算,并通过加权平均资本成本率计算模型,对其准许收益进行计算,最终得出准许收入。以2018年的数据作为基准数据,预测得到2019年的准许收入及售电量。根据成本传导机制,依据各电压等级的售电量,将高电压等级输配电成本逐级传递到至低电压等级,从而完成实现输配电成本的分摊。同时依据相应的成本定价理论,来构建分电压等级输配电价定价模型。然后基于分电压等级输配电价分摊模型,完成H电网公司各电压等级输配电价水平的实例测算。基于负荷率-同时率统计关系特性曲线,应用激励机制设计理论,构造了可选择负荷率输配电价套餐组合模型。经严格数学推导证明该套餐模型满足激励相容约束,揭示了其具备选择性及其成立条件。最后,根据同一电压等级电力用户的实际负荷特性来提供相应的输配电价套餐组合,为分电压等级测算输配电价以及可选择性负荷率输配定价机制研究提供指导建议。
【Abstract】 With the continuous and steady advancement of China’s electric power system reform,the reform of independent transmission and distribution price of power grid enterprises has also entered a very important period.According to the relevant requirements of provincial Power grid Transmission and Distribution Pricing Method,the profit model of the price difference between purchase and sale of power transmission and distribution should be gradually changed to the principle of "permitted cost plus reasonable income",so as to realize the corresponding power transmission and distribution price verified by voltage grade and user category.Firstly,this paper expounds the research status of electricity price for transmission and distribution at home and abroad.On the basis of drawing on and absorbing relevant experience of pricing methods for transmission and distribution abroad,this paper combines with the actual research status in China to provide a good reference for the calculation and verification of electricity price for transmission and distribution in China.By means of the transmission and distribution pricing model,the permitted cost and effective assets of H grid Company are calculated,and the permitted income is calculated by the weighted average cost of capital ratio calculation model,and finally the permitted income is obtained.Using the 2018 data as the baseline,the revenue and electricity sales for 2019 are projected.According to the cost transmission mechanism,the transmission and distribution costs of high voltage grade are transferred to low voltage grade step by step according to the electricity sold of each voltage grade,so as to realize the allocation of transmission and distribution costs.At the same time,according to the corresponding cost pricing theory,to build the voltage level transmission and distribution pricing model.Then,based on the allocation model of the transmission and distribution price of different voltage classes,the example calculation of the transmission and distribution price level of H grid company is completed.Based on the characteristic curve of the statistical relation between load rate and simultaneous rate,and with the theory of incentive mechanism design,the optional load rate transmission and distribution price package combination model is constructed.It is proved by strict mathematical derivation that the package model satisfies the incentive compatibility constraint,and the selectivity and its establishment conditions are revealed.Finally,according to the actual load characteristics of power users of the same voltage level,the corresponding electricity transmission and distribution package combination is provided to provide guidance and Suggestions for the voltage level to calculate the electricity transmission and distribution and the research on the transmission and distribution pricing mechanism with optional load rate.
