【摘要】 教育扶贫是我国扶贫开发的重要组成部分,对贫困地区的教育发展和小康社会的全面实现均具有关键性的意义,教育扶贫具有扶教育之贫和依靠教育扶贫的双重内涵。呼伦贝尔市鄂伦春自治旗因为环境因素、历史因素使得该地区仍然存在一定数量的贫困人口。教育精准扶贫的提出,为促该地区教育均衡发展、提高人口素质提升,从而推动创新、创业,带动地区经济发展提供了可行路径。但在教育精准扶贫工作过程中,以目标为导向的管理模式,在教育精准扶贫的目标设置、推进、考核和反馈等方面还存在一定的不足。如何针对鄂伦春自治旗精准教育扶贫工作的特点和需求,建立科学、高效的目标管理机制,是目前鄂伦春自治旗政府需要着重考虑解决的首要问题之一。本文首先对鄂伦春自治旗经济和教育发展概况进行了简要的介绍,对鄂伦春自治旗教育精准扶贫现行策略及具体措施进行了阐述。而后,利用模糊综合评价方法构建了鄂伦春自治旗教育精准扶贫目标管理效果的评价模型,对其教育精准扶贫目标管理机制的科学性进行分析,提出鄂伦春自治旗教育精准扶贫目标管理存在的主要问题,同时对问题的成因进行分析,进而确定鄂伦春自治旗教育精准扶贫目标管理的总体思路及基本原则,对鄂伦春自治旗教育精准扶贫目标管理的决策、目标推进、目标考核、目标反馈进行改进和完善,构建鄂伦春自治旗教育精准扶贫的改进方案,设定教育扶贫的总体目标,并将目标进行细分,设计相应的考核指标,落实具体的推进策略,针对不同的教育阶段制定不同的扶贫策略,完善教育精准扶贫目标考核机制,加强考核结果应用,并建立高效的目标反馈机制,加强教育扶贫的双向沟通。最后,论文主要从组织、资源、技术等三个方面设立具体的保障措施,保障鄂伦春自治旗教育精准扶贫目标管理改进方案能够得以顺利实施,并取得良好的实际效果。提高各级管理机构的目标管控能力,进而扎实推进教育精准扶贫的各项具体措施,保证其能够取得实效。对于鄂伦春自治旗教育资源配置的优化、教育精准扶贫工作绩效的提升都具有非常积极的现实意义。更多还原

【Abstract】 Educational poverty alleviation is an important part of poverty alleviation and development in China,which is of vital significance to the educational development in poverty-stricken areas and the realization of a well-off society in an all-round way.There are still a certain number of poor people in Hulun Buir because of environmental and historical factors.The proposal of targeted poverty alleviation through education provides a feasible path for promoting the balanced development of education in this region,improving the quality of the population,promoting innovation and entrepreneurship,and driving regional economic development.However,in the process of targeted poverty alleviation through education,the target-oriented management mode still has certain deficiencies in the setting,promotion,assessment and feedback of the target of targeted poverty alleviation through education.How to set up a scientific and efficient target management mechanism according to the characteristics and needs of the accurate education poverty alleviation work in Oroqen autonomous banner is one of the primary problems that the government of Oroqen autonomous banner needs to focus on.This paper first gives a brief introduction to the economic and educational development of Oroqen autonomous banner and expounds the current strategies and specific measures for the targeted poverty alleviation of education in Oroqen autonomous banner.And then using the fuzzy comprehensive evaluation method to construct the Orogen first-hand education precise target management for poverty alleviation effect evaluation model,the education precise target management mechanism for poverty alleviation scientific analysis,put forward Orogen first-hand data precision education main problems of poverty alleviation management by objectives,at the same time to analyze the cause of the problem,then determine the Orogen first-hand education accurate overall train of thought and basic principles of management by objectives,for poverty alleviation of orogen first-hand education precise target for poverty alleviation management decision-making,advance of target,the target of assessment,target feedback to improve and perfect,build orogen first-hand education precision improvement plan for poverty alleviation,Set the overall objective of education poverty alleviation,and will target segmentation,designs the corresponding evaluation index,the implementation of specific propulsion strategy,aiming at different stages of education to develop different strategy for poverty alleviation,precision perfect education target appraisal mechanism for poverty alleviation,strengthen the assessment results,and establish the efficient target feedback mechanism,strengthen the education poverty alleviation of two-way communication.Finally,the paper mainly from the organization,resources,technology and other three aspects of the establishment of specific safeguard measures,to ensure that the Oroqen autonomous banner education targeted poverty alleviation management improvement program can be implemented smoothly,and achieve good practical results.We will improve the ability of management institutions at all levels to manage and control targets,and make solid progress in various specific measures for targeted poverty alleviation through education,so as to ensure that they achieve tangible results.It is of great practical significance to optimize the allocation of educational resources and improve the performance of targeted poverty alleviation.更多还原
