【摘要】 作为经济社会进步和人民生活水平提高的重要标志之一,机动车保有量在我国各大城市迅猛增长。随之而来的泊车管理问题也逐渐凸显出来,这就加剧了公共泊车位供给与需求的矛盾,该矛盾更加凸显了公共泊车管理的难题。而其中城市中心商务区的泊车管理问题更是重中之重。中心商务区容积率较高,泊车资源相对匮乏,致使中心商务区存在着较大的交通隐患,因此,对于城市中心商务区的泊车管理问题需要进行详细、深入的研究。因此本文以苏州工业园区中心商务区泊车管理研究为例,具体研究内容主要有以下几个方面:本文首先概括了当前我国机动车辆激增带来的泊车困难,作为公共管理问题,政府和地方部门相当重视此类问题。因此,本研究以苏州工业园区中心商务区为例,结合国内外的相关研究成果,并挖掘论文的研究目的与意义,明确了论文的写作方向;第一章对城市中心商务区泊车管理的基础理论进行了学习与研究。比较全面的分析了中心商务区以及泊车管理相关的主要概念,确定了管理主体、客体、内容、手段等,研究了泊车管理发展历程,并且明确了本次研究的理论依据;第二章对苏州工业园区中心商务区当前泊车管理的现状进行了调查,从苏州工业园区(以下简称园区)的城市交通发展出发,对园区中心商务区的公共泊车供给、泊车相关管理政策等方面进行了深入的研究,总结了当前园区泊车管理方面存在的问题;第三章对园区泊车管理存在的成因进行研究,通过对于现状和问题的梳理,并进一步分析造成问题的成因,为后续泊车管理方法的提出打下良好的基础;第四章对园区中心商务区的泊车管理的对策进行了研究。在前文分析现状和存在的主要问题的基础上,有针对性的提出了园区中心商务区泊车管理方法。其主要内容包括提升政府对公共泊车管理的职能掌舵作用、增强公共泊车管理手段的科学性、以及倡导市民规范化泊车,为后续政策的制定与实施奠定理论基础。更多还原

【Abstract】 At present,with the rapid development of social economy,the number of motor vehicles in China’s major cities has increased rapidly,and the subsequent parking management problems have gradually emerged,which has intensified the contradiction between the supply and demand of public parking Spaces,which has highlighted the problem of public parking management.Among them,the parking management in the central business district is the most important.The high plot ratio of central business district and the relative lack of parking resources lead to great traffic risks in central business district.Therefore,the parking management of urban central business district needs to be studied in detail and deeply.Therefore,this paper takes the research on parking management in central business district of suzhou industrial park as an example The specific research contents mainly include the following aspects:This paper firstly summarizes the parking difficulties caused by the surge of motor vehicles in China.Therefore,this study took the central business district of suzhou industrial park as an example,combined with relevant research results at home and abroad,explored the research purpose and significance of the paper,and clarified the writing direction of the paper.The first chapter studies the basic theory of parking management in urban central business district.The main concepts related to central business district and parking management are analyzed comprehensively,including parking management,parking zone management,parking facility layout management and parking policy management,and the theoretical basis of this study is clarified.The second chapter of suzhou industrial park center business district(CBD)of the current investigation on the current situation of parking management,from the suzhou industrial park(hereinafter referred to as the zone)of the urban traffic development,the garden center business district(CBD)are related to the public parking supply,parking management policy and so on carried on the thorough research,summarizes the problems existing in the current campus parking management;The third chapter studies the causes of parking management in the park.By sorting out the current situation and problems and further analyzing the causes of the problems,it lays a good foundation for the subsequent proposal of parking management methods.Chapter four studies the countermeasures of parking management in the central business district of the park.On the basis of the analysis of the current situation and the main problems,the paper puts forward the parking management method in the central business district of the park.Its main contents include improving the government’s steering role in public parking management,enhancing the scientific nature of public parking management,and advocating citizens to standardize parking,which lays a theoretical foundation for the formulation and implementation of follow-up policies.更多还原
