【摘要】 本文选取甘肃省定西市的村联防卫组织——韩家堡为研究对象,以笔者在调研中访谈的村庄公共性资料为依据,选取组织内部“分”与“合”为切入点,来探究新单元组织韩家堡从“合”到“分”这一历史过程中如何做到联防以及联治。论文最终在单元理论的指导下,分析导致新单元组织在不同阶段发展变化的因素,并且透过其治理来分析新单元组织最终走上消亡的原因。传统时期受匪患组织的抢掠与压迫,乡村社会秩序混乱,村民的生命健康权受到严重的威胁,在此背景下甘肃乡村逐渐建立农民自卫联合组织。本文选取的韩家堡组织建立的是以“队排营”为主的新的管理架构,并形成相应的权力制衡机制,经过有效治理,减轻了匪患袭扰,保护了各庄百姓的生存权,而且使农业生产能够有序进行。后期在国家治理能力增强后,军队肃清了匪患,为地方稳定开始回收韩家堡农民自卫组织的武器。没有了匪患的影响之后,韩家堡的保卫职能甚微,逐渐开始回归之前各庄自我管理的状态。将村联自卫主体作为单元来分析其治理概况,论文得出如下的结论:其一,新单元组织韩家堡经历三个阶段,分别为合作、融合、消亡。组织在不同时期发展概况不同,造成这种不同的主要原因在于如下三点:第一、不同时期不同社会环境造成社会秩序变化,国家正式组织与社会组织扮演的角色发生变化,以及国家职能更替等原因而变化。第二:新单元组织由于社会治理需求变化、社会治理主体发生变化等原因逐渐被取代;第三,由于国家建立良好的秩序,社会发展稳定,便出现了“分”的状态以增强各村的发展。更多还原

【Abstract】 Based on the public data of villages interviewed by the author,this paper analyzes the factors leading to the development and change of the new unit organization in different stages under the guidance of unit theory,and analyzes the causes of its eventual demise through its governance.The traditional period was robbed and oppressed by bandit organizations,the rural social order was chaotic,and the villagers’ right to life and health was seriously threatened.The Hanjiabao organization has established a new management structure based on "queue camp",and has formed a corresponding mechanism of power checks and balances.After effective management,it not only alleviates the bandits’ harassment,protects the people’s right to survive,but also enables agricultural production to proceed in an orderly manner.After the strengthening of national governance capacity,the army cleared the bandits and began to recover the weapons of the Hanjiabao peasant self-defense organization for local stability.Without the influence of banditry,Hanjiabao’s security function was minimal and gradually began to return to the state of self-management in the former villages.The main body of self-defense as a unit to analyze its governance profile,the paper draws the following conclusions:first,the new unit organization Hanjiabao experienced three stages,respectively,cooperation,integration,extinction.The general situation of development is different in different periods,the reason is that the social order is constantly changing at that time,the social environment,the organization is constantly improving,and the function of the state is changing.Second:the new unit organization is gradually replaced because of the change of social governance demand and the change of the main body of social governance;third,because the country establishes a good order and the social development is stable,the state of "division" appears to enhance the development of each village.更多还原
