【摘要】 经营性高速公路是我国当前收费高速公路建设的主要形式,其中收费标准问题由于与各利益主体联系紧密,一直是一个研究热点。在分析既往研究的基础上,本文试图通过Logit模型分析高速公路车流量与收费标准之间的定量关系,并结合不同利益相关者的影响构建定价模型,论文主要工作如下:首先,根据我国高速公路收费标准的制定流程,对经营者、政府和出行者三个主要利益相关者在收费标准确定过程中的定价目标、施加的影响方式进行了分析,初步确定了以出行者作为定价主体构建通行费收入目标函数,以政府监管和出行者可承受能力作为约束条件的定价模型框架。其次,从车辆类型和收费标准敏感度两个角度对高速公路潜在交通流量进行划分,同时构建了包括高速公路收费标准在内的出行者效用函数,然后以此为依据利用Logit模型对交通流量进行分配,建立了高速公路车流量与收费标准之间的定量关系。最后,基于经营者视角构建以收费标准为自变量,通行费收入为因变量的目标函数,同时分别利用改进的最高限价管制模型和类比法设置政府和出行者的约束条件,得到高速公路收费标准的定价模型和定价策略,并基于嘉兴-杭州的客运交通网络对此进行了算例分析。更多还原

【Abstract】 Operating expressway is the main form of toll highway construction in our country at present,among which the issue of toll standard has always been a research hotspot due to its close connection with various stakeholders.Based on the analysis of previous studies,this study attempts to analyze the quantitative relationship between expressway traffic flow and toll standards through logit model and to build a pricing model with the influence of different stakeholders.The main work of this paper is as follows:First of all,according to the formulation process of expressway toll standard in our country,this paper analyzes the pricing objectives and influence methods of the three main stakeholders of the operator,the government and the traveler in the process of determining the toll standard and preliminarily determines the pricing model framework that takes the traveler as the pricing subject to construct the toll revenue objective function and takes the government supervision and the traveler’s affordability as the constraint conditions.Secondly,the potential traffic flow of the expressway is divided from the two angles of vehicle type and sensitivity of the charging standard.At the same time,the utility function of travelers including the charging standard of the expressway is constructed.Based on this,the traffic flow is distributed by using logit model and the quantitative relationship between the traffic flow of the expressway and the charging standard is established.Finally,the objective function with the charging standard as independent variable and the toll income as dependent variable is constructed.At the same time,the government and travelers’ constraints are set up by using the improved maximum price control model and analogy method respectively.The pricing model and pricing strategy of the expressway charging standard are obtained.based on Jiaxing-Hangzhou traffic network,an example is analyzed.更多还原
