【摘要】 现阶段,我国正面临着严峻的生态环境问题,生态环境的日益恶化不仅抑制了我国经济发展的步伐,也对我国居民的生存与发展构成了巨大的威胁。实践证明,政府在生态环境治理中有着不可替代的主导作用,政府生态治理能力的提升是推动生态文明建设和生态环境保护的关键环节。本研究在审视与生态环境保护相关的国内外研究文献基础上,对现阶段我国生态环境现状和政府治理现状作了基本阐述,然后选取武汉市政府作为重点研究对象,采用E-SCP模型来分析武汉市政府的生态环境治理能力,在国家建设生态文明的大背景下,从政府结构、政府行为和政府绩效三个方面深入剖析武汉市政府的生态环境治理能力。E-SCP模型分析结果显示:近五年来,武汉市政府的生态环境治理能力在总体上有了很大的提升,尤其是在治理主体结构、素质结构、治理理念、制度设计等层面展现出了强大的治理能力,取得了明显的治理成效。但武汉市在官员结构、产业结构、生态职能建设以及公众参与度和满意度层面存在众多不足,亟需改善和加强。针对武汉市政府生态环境治理能力的不足,应着重从优化政府治理结构、创新政府治理行为和提升政府治理绩效三个方面综合提升政府的生态治理能力。更多还原

【Abstract】 Nowadays,our country is facing the serious ecological environment problems.The increasing deterioration of the ecological environment not only inhibits the pace of economic development in our country,but also poses a great threat to the survival and development for the residents.Practice has proved that the government has an irreplaceable role in the ecological environment management.The improvement of government’s ecological management ability is the key link to the construction of ecological civilization and the protection of ecological environment.In this study,based on the study of domestic and foreign research literature related to ecological environment protection,the author introduces the basic situation of China’s ecological environment and the governance of the government.And then selects the Wuhan as a key research object,Using the E-SCP model to study the ecological environment management ability of Wuhan,including Wuhan city government structure,government behavior and government performance.The E-SCP model analysis result shows that:In the past five years,the ecological and environmental management capacity of the Wuhan government had greatly improved in general,especially in the governance of the main structure,quality structure,governance philosophy,system design and other aspects,the government had made the significant effectiveness of governance.However,there are also have some problems in the governance,such as the official structure,industrial structure,ecological function construction,public satisfaction,public participation and so on.These are all need to be improved and strengthened.In view of the insufficiency of the ecological environment management ability of the Wuhan government,we should focus on optimizing the government structure,innovating the government behavior and improving the government performance to enhance the government’s environmental management capacity.更多还原
