【摘要】 乡村治理事关国家治理,乡村治理体系和治理能力建设水平关系到国家治理体系和治理能力现代化能否实现。党和国家作出了一系列关于乡村治理的重大决策部署,加快推进乡村治理体系和治理能力现代化。习近平总书记指出,要建立健全党委领导、政府负责、社会协同、公众参与、法治保障、科技支撑的现代乡村社会治理体制,健全党组织领导的自治、法治、德治相结合的乡村治理体系。乡村治理由政府一元主体“单治”向多元主体“共治”转变,即在党的领导下,乡镇政府、村党组织、村民委员会、农村社会组织、村民等多元主体共同发力,在最大限度发挥自身作用的同时,彼此之间配合协作,达到最大化均衡的协同治理。随着乡村治理主体日趋多元化,治理过程中出现的治理主体角色“越位、错位、失位”等现象成为制约乡村协同治理的关键因素。本文以乡村治理主体为研究对象,以协同治理为研究方向,在对国内外学者关于乡村协同治理的研究现状进行梳理后,运用多中心治理理论、善治理论,对L市X村协同治理进行分析研究。通过与L市委办公室、X村所在的Y镇党政办、党建办沟通联系和在X村实地调研、访谈的方式,了解分析L市X村协同治理现状及多元治理主体在协同治理中的作用发挥情况,剖析X村协同治理的制约因素,参考借鉴“余村经验”,有针对性地提出优化乡村协同治理的对策建议,进一步丰富我国乡村协同治理研究成果,推动我国乡村治理现代化。更多还原

【Abstract】 Rural governance is related to national governance,and the level of rural governance system and governance capacity building is related to the realization of the modernization of the national governance system and governance capabilities.The party and the state have made a series of major decisions and arrangements related to rural governance,and accelerated the modernization of the rural governance system and governance capabilities.General Secretary Xi Jin-ping pointed out that it is necessary to establish and improve the modern rural social governance system of party committee leadership,government responsibility,social coordination,public participation,rule of law protection,and technology support,and improve the rural governance system that combines party organization leadership with autonomy,the rule of law,and the rule of virtue.Rural governance has shifted from a "single governance" of the government’s unitary body to a "co-governance" of multiple subjects.That is,under the leadership of the party,township governments,village party organizations,villager committees,rural social organizations,and villagers have joined forces to achieve the greatest While playing its role to a limited extent,it cooperates with each other to achieve maximum and balanced collaborative governance.With the increasing diversification of rural governance subjects,the phenomenon of “offside,misplacement,and misplacement” of governance subjects in the governance process has become a key factor restricting rural cooperative governance.This article takes the subject of rural governance as the research object and takes collaborative governance as the research direction.After combing the research status of domestic and foreign scholars on rural collaborative governance,this paper uses multi-center governance theory and good governance theory to analyze rural collaborative governance in village X of L city.the study.Understand and analyze the current situation of village X village village cooperative governance in L city L and the multiple governance subjects in collaborative governance through communicationand contact with the L city party committee office,Y town party and government office,party building office where village X is located,and field surveys and interviews in village X Execution of the role,analysis of the restrictive factors of village X’s collaborative governance,reference to the "Yu Village experience",targeted suggestions for optimizing rural cooperative governance,further enrich the research results of rural cooperative governance in China,and promote the modernization of rural governance in China.更多还原
