【摘要】 随着中国人口老龄化问题的日趋严峻,社会对于养老服务的需求也变得越来越迫切和多元化。原有的养老服务供给显然无法满足日益增长的养老服务需求。于是,政府和社会资本合作关系的建立成了政府借助社会资本迅速缓解养老服务供需矛盾的有效途径。为有效改善养老服务业的供需失衡,政府在承担了提供托底性养老服务保障的前提下,在加速引进政府和社会资本合作模式以缓解财政压力的同时,借助社会资本的力量迅速填补供给不足,并在一定程度上满足了社会对于养老服务的多元化需求。然而在现有模式下,融资依然被视为其主要目的。由于引入政府和社会资本合作模式较晚,也缺乏相应的管理经验。企业虽然承接了养老这一准公共产品的供给职能,但项目在实际运营中依然面临各种困境。那么既然政府和社会资本双方建立起了合作关系,那么如何在此框架下厘清双方职责,从而最大程度地发挥双方各自的“比较优势”,使得这种合作关系变得更为高效、可靠,这就需要以政府和社会资本合作模式的核心要素为理论基础,结合案例分析问题。文章将以访谈形式对Y民营老年公寓在政府和社会资本合作模式下的运营困境,结合模式核心要素进行分析,并借鉴美国和新加坡的经验,提出应从PPP理论构建和行业实践两个层面对现有模式在养老服务业中的应用提出建议:(1)强化政府和社会资本的协调关系;(2)强化理论框架和行业的对接;(3)强化理论和实践的衔接。在行业实践层面中,先从政府的角度提出相关对策和建议:(1)建立护理类保险制度;(2)完善医疗保险的异结算管理;(3)加强学校对“养老服务专业”复合型人才的供给;(4)加快行业标准的建立和完善;以及从企业的角度提出建议:(1)提升老专业人才的孵化功能;(2)积极承接养老产品试验平台的功能。更多还原

【Abstract】 Since the aging problem of Chine has been increasingly serious,the social demand for pension services has become more and more eager and diversified.The existing supply system is obviously unable to meet the increasing demands of pension services.Then,the establishment of public-private partnerships has become an effective way to alleviate the contradiction between supply and demand of pension service which is being used by the government.In order to increase the supply of pension services effectively,the Government provides basic endowment service,and meanwhile they accelerate the introduction of social capital by mean of PPP,so that social capitals are able to make up for the supply gap of endowment service market.Furthermore,with the social capitals begin to run into the high level pension service market,people’s diversified pension needs have been satisfied.However in recent situation,PPP is still being regarded as a financing method more than a strategic relationship between public and private.Due to the introduction of the public-private partnership model late,also the lack of corresponding management experience.Although the enterprise has being played as a role to supply the pension service,they are still facing various difficulties in running the project.Since the partnership has been built,we need to clarify the duties of public and private,so that the comparative advantages could be used by the two to make the PPP model more efficient and reliable.We need to base on the theory of the core elements of PPP model,combined with case studies.We would like to share a case of “Y private nursing home” which is an elder apartment.In this case,we would use the form of interview to collect the information of how the company runs under the PPP model.And then,we would analysis this case based on the theory of the core elements of PPP model.Also we would base on the experience of USA and Singapore to put our proposal not only theoretically but also practically.We would try to forward the policy suggestions:(1)Strengthen the coordination between the public and the private;(2)Strengthen the theoretical framework and industry;(3)Strengthen the connection between theory and practice.And from the perspective of the government:(1)establish a system of pension services;(2)improve the medical insurance settlement management between different provinces;(3)to strengthen the supply of “pension service subject” by colleges;(4)speed up the establishment and perfection of the industry standard.On the other hand,we also put some suggestions from the private side:(1)to improve the hatching function of pension services;(2)undertake as a test platform to improve the pension products actively.更多还原
