【摘要】 历史文化风貌区不仅承载着一座城市发展的历史记忆,而且也是现阶段城市更新发展过程中极为重要的组成部分。过去一段时期内,随着经济社会的快速发展,传统城市历史文化风貌的空间肌理和人文环境受到一定程度的破坏,城市更新出现“趋同性”现象,历史文化风貌区原有的一些典型特征逐渐弱化,城市个性与品质逐步降低,随之而来的是历史文化风貌区内的建筑老化、功能退化、环境恶化。近些年,随着人们对城市发展与更新理念的逐步转变,以及对历史文化风貌所体现出的重要价值的认同感与获得感的增强,历史文化风貌保护越来越受到全社会的关注、支持和参与,但从目前保护工作的实际情况来看,仍然是以政府为主导推进的。以上海市为例,主要是由政府制定政策并推动执行,虽然目前已陆续出台了一些法律、规章和规划,并基本形成了较为明确和系统的“点、线、面”相结合的保护机制,但从实际保护效果来看,政府作为单一主体推动的模式仍然存在着一些问题与不足,不能适应城市更新大背景下历史文化风貌保护工作的实际需求。因此,在延续城市历史文脉与实现城市现代化建设更新目标的双重需求下,在当前推进社会治理创新的背景下,探索城市历史保护与城市未来发展的有机融合,推动实现历史文化风貌保护工作的多元治理目标,充分发挥多元主体各自的优势作用,实现风貌保护工作的资源效率最优化、社会支持最大化、项目实施最合理化,是亟待探讨与共同努力的目标。本文拟从当前城市更新视角下如何推动历史文化风貌保护工作为切入点,引入公共治理理论的概念分析,以构建风貌保护中多元治理为全文研究的目标与主轴。通过对研究目的、意义和思路的阐述,并以徐汇区衡复地区为例,对目前历史文化风貌保护的现状、存在的问题以及问题的成因进行梳理分析,进一步从竞争激励、利益协调两方面对风貌保护多元治理模式构建的可行性进行分析研究,同时在分析国内外理论研究现状与多元治理成功实践案例的基础上,明确历史文化风貌保护中多元治理框架和具体实践途径,进而从整合发挥政府、市场、公众等多元主体作用的角度,提出思考建议,以期对推动历史文化风貌保护工作提供参考。更多还原

【Abstract】 Historical and cultural area not only carries a historical memory of urban development,but also at this stage of urban renewal and development process is an extremely important part.In the past period,with the rapid development of economy and society,the spatial texture and humanistic environment of the traditional city’s history and culture have been destroyed to a certain extent,the urban renewal has the phenomenon of "convergence",some typical features of the historical and cultural area gradually Weakened,the city gradually reduced the personality and quality,followed by the history and culture of the area of the building aging,functional degradation,environmental degradation.In recent years,with the gradual transformation of the concept of urban development and renewal,as well as on the history and culture of the important values reflected in the sense of identity and enhance the sense of gain,historical and cultural protection more and more attention by the whole society,Support and participation,but from the current protection of the actual situation,is still driven by the government-driven.In Shanghai,for example,the government has formulated policies and promoted implementation.Although some laws,regulations and plans have been introduced successively,and a relatively clear and systematic "point,line and surface" protection mechanism has been basically formed,But from the actual protection effect,the government as a single subject to promote the model there are still some problems and shortcomings,can not adapt to the background of urban renewal,historical and cultural protection of the actual needs of the work.Therefore,under the background of the continuity of the city’s historical context and the realization of the goal of urban modernization construction,under the background of advancing the innovation of social governance,it explores the organic integration of urban historical protection and urban future development,and promotes the realization of historical and cultural protection.Diversified governance,give full play to their respective dominant role of multiple subjects,to achieve the protection of the work style of resource efficiency optimization,social support to maximize the most rationalized project implementation,is urgent to explore and work together to the goal.This paper intends to introduce the concept analysis of public governance theory from the perspective of how to promote the protection of historical and cultural features from the perspective of the current urban renewal,so as to construct the objective and the main axis of the study of multivariate governance.Through the elaboration of research purpose,significance and train of thought,taking the Hengfu area of Xuhui District as an example,this paper analyzes the present situation,existing problems and causes of the protection of historical and cultural features,and further from the aspects of competition incentive and benefit coordination This paper analyzes the feasibility of multi-governance model construction,analyzes the current situation of domestic and foreign theoretical research and successful practice cases of multiple governance,clarifies the multiple governance framework and specific practice ways of historical and cultural protection,and then integrates the government,The market,the public and other multi-role of the main point of view,put forward thinking and suggestions to promote the protection of historical and cultural outlook to provide a reference.更多还原
