【摘要】 我国于1999年进入老龄社会,快速老龄化现象比其他任何国家都要显著。人口老龄化的日趋加重给经济和社会的发展带来了沉重的负担。随着“互联网+”的迅速发展,一种新形式的养老模式——智慧养老模式应运而生,该模式是应对老龄化发展新要求的一种积极有益的探索,对解决老龄化问题意义深远。当前,智慧养老工作虽然取得了一定的成效,也存在着一些弊端,究其根本原因是智慧养老过于侧重技术层面的治理,体现了政府偏重技术主义的治理,而系统的养老制度改革和完善却相对滞后。本文以乌镇智慧养老的实践为研究对象,通过访谈和问卷调研等方式,指出技术治理在推进智慧养老过程中存在的不足,包括强调“效率”原则导致“一刀切”,强调“自我偏好”原则导致标准不一,存在自发性和偏差以及缺乏“以人为本”的队伍支撑等,同时,重点分析上述问题产生的根源,包括技术本身的局限性、技术治理的成本劣势、技术治理与制度治理的错误关系,从而得出结论:养老服务的优化和发展必须以制度改革为根本,并加快改进技术治理,为促进我国养老服务体系的完善、维护社会和谐稳定提供强大的支撑。更多还原

【Abstract】 In 1999,China entered the aging society,the phenomenon of rapid aging is more significant than any other country.The aging of the population has brought a heavy burden to the economy and social development.With the rapid development of the "Internet",a new form of old-age support model-intelligent pension model emerged as the times require.This model is a positive and beneficial exploration to meet the new requirements of aging development,and has far-reaching significance to solve the problem of aging.However,although the current intelligent old-age pension has made some achievements,there are also some drawbacks.The fundamental reason is that the intelligent old-age pension is too focused on technical governance,but neglects the systematic system reform.This paper takes the practice of intelligent old-age care in Wuzhen as the research object and points out theshortages of technical governance in the wisdom of the aged process,including lack of unified standard,the spontaneity of technology governance,and lack of talent support,analyzing the reason why it comes into being-the limitations of technology in the wisdom of the aged,concluding that the optimization and development of the old-age service must be based on the reformation of the system,meanwhile accelerating the improvement of the technical governance,which will provide a strong support for the improvement of the pension service system and the maintenance of social harmony and stability.更多还原
