机制设计理论视角下地方政府绩效第三方评估研究

【摘要】 20世纪70年代以来,随着新公共管理运动的不断发展,行政管理改革的持续深入,在政府的绩效管理活动中,第三方开展评估日益成为衡量各级政府公共服务绩效的重要手段和方法。我国自进入21世纪以来,各级政府绩效评估形式也在不断创新,第三方评估以其评估结果的客观性、评估主体的专业性等优势被广泛的应用到各级地方政府绩效评估的具体实践中。然而,地方政府绩效第三方评估在我国仍处于探索阶段,评估过程中仍存在很多亟待解决的问题,这些问题影响了第三方评估的效果和效能。机制设计理论起源于经济领域,主要是在决策分散化、信息不完全化、自愿交换和自由选择的条件下,研究机制设计的可能性、有效性和优劣性问题。随着机制设计理论发展迅速,其应用范围不断扩大,并于2007年获得诺贝尔经济学奖。其核心理论对于分析和优化地方政府绩效第三方评估也具有较强的指导意义。本文运用机制设计理论研究地方政府绩效第三方评估,以长春市H机构进行的政府绩效第三方评估项目为例,分析现阶段我国政府绩效第三方评估存在的问题,基于机制设计的核心原理提出优化政策。研究表明,我国地方政府绩效第三方评估虽颇具成效,但是仍旧存在诸如主客体之间信息不对称、激励措施不明确、评估效能不高、评估流于形式等有待进一步解决的问题。如此,第三方评估的公正性和约束力必然大打折扣。然而,第三方评估在政府绩效管理中扮演着不可或缺的角色,为保障其功能发挥,需要加强制度设计。本文运用机制设计理论中信息效率、激励相容和实施理论三个核心观点,从健全信息公开制度,强化激励措施,完善配套实施机制等方面提出完善对策,提高地方政府绩效第三方评估效能。
【Abstract】 Since the 1970 s,with the continuous development of the new public management movement and the continuous deepening of administrative management reforms,the introduction of independent third party assessments in government performance management activities has increasingly become an important means of measuring the public services at all levels of government.Since China’s entry into the 21 st century,the forms of government performance evaluation at all levels have also been innovating.Third party evaluations with objectivity and professionalism have been widely used in the specific practice of government performance evaluation with their objectivity and professionalism.However,the third party evaluation of the performance of local governments in China is still in the exploratory stage,and there are still many dilemmas that need to be resolved urgently during the evaluation process,affecting the effectiveness and effectiveness of third party evaluation.The theory of mechanism design was mainly used in the economic field at first,mainly under the conditions of decentralized decisionmaking,incomplete information,voluntary exchange and free choice,to study the possibility,effectiveness,advantages and disadvantages of mechanism design.The mechanism design theory has developed rapidly,and its scope of application has been continuously expanded.In 2007,it won the Nobel Prize in Economics.Its core theory also has strong guiding significance for analyzing and optimizing the third-party evaluation of local government performance.This article applies the mechanism design theory to the research on the third party evaluation of local government performance.Taking the third-party evaluation of government performance conducted by the H agency in Changchun as an example,it analyzes the problems existing in the third-party evaluation of government performance in China at this stage.The principle proposes an optimization policy.Research shows that although the third party evaluation of local government performance in China is quite effective,there are still problems that need to be further solved,such as asymmetry of subject and object information,unclear incentive measures,low evaluation effectiveness,and formal evaluation.In this way,the impartiality and binding force of third party assessments must be greatly reduced.However,third party evaluation plays an indispensable role in government performance management.In order to ensure its function,it is necessary to strengthen the design of the system and use the three core views of information efficiency,incentive compatibility and implementation theory in mechanism design theory to improve the third party evaluation system,improve the information disclosure system,strengthen incentives,improve supporting implementation mechanisms,and improve the effectiveness of third party evaluation of local government performance.
