【摘要】 我国生态文明建设正处于关键期、攻坚期与窗口期。在宏观经济财政政策与体制机制改革红利惠及生态环境保护中,如何跨越污染防治和环境治理的重要关口来补齐生态民生短板是当前迫在眉睫的重要任务。中国特色社会主义的生态文明制度建设纵深发展绘就了我国生态文明建设的纲领时间表和制度路线图,这一根本保障成为了现实生态实践中最新的突破口和发力点。改革开放40多年来从“建设生态文明”到“社会主义生态文明”再到“社会主义生态文明新时代”的演进,从“生态文明体制改革”到“生态文明制度建设”再到“生态文明制度体系”的革新,可以看出加快生态文明制度建设推进国家治理体系和治理能力现代化不是简单的字词削减修补,而是中国共产党人为满足人民群众优美生态环境需要夙夜在公责任意识的彰显。中国共产党人在推进可持续性制度计划中不断深化人与自然的关系,提高生态现代化建设转型的决策效率和执行能力,形成了一系列生态文明制度建设理论成果。生态文明制度建设理论成果是中国共产党人多方面多层次的实践经验累积而成,集中体现在坚守人民立场、出台制度法规和学习国际治理三个维度。当然,若想实现从生态自觉到生态自信的大幅转变,最本质的是需要全民在生态文明新时代牢固树立生态环境保护的警醒意识和生态文明建设的制度自信,需要各国人民共同的绿色行动来协调社会与自然文明间的真正耦合关系,形成自然界中有我,我心中有自然的生命共同体。为此,文章首先在绪论部分通过中西方生态文明对比交代了研究现状、逻辑结构和创新不足,之后从定义解析、理论基础和新时期与新时代两个不同阶段的生态文明制度建设中分析改革开放以来我国生态文明制度建设的历史进程和实践经验。第一章为绪论部分,主要在分析国内外学者对生态文明制度建设思想综述的基础上明确了研究出发点,为后续写作做好前期准备。第二章是生态文明制度建设的概念论析与理论探源,重点区分了生态文明建设和生态文明制度建设的涵义,指明了生态文明制度建设的理论基础来源于马克思恩格斯生态制度思想和毛泽东生态制度萌芽思想。第三章是新时期的生态文明制度建设,主要梳理剖析了生态环境保护制度的初步构想、实施可持续发展战略的改革探索和生态文明制度建设的新发展,从中国共产党领导人对生态文明制度建设的思想实践推进中勾勒出清晰发展脉络。第四章是新时代的生态文明制度建设,重点回答了习近平生态文明制度建设思想的纵深大推进,并从科学思维层面揭示了习近平生态文明制度建设思想中的经典论断与核心理念。第五章为改革开放以来中国生态文明制度建设的基本经验,从人民立场是主线、制度法规作准绳和国际治理为镜鉴三个层面总结探寻改革开放后中国共产党人在发展生态文明制度建设中所形成的实践经验,为世界各国构建生态文明共同体提供中国治理方案和有益借鉴。更多还原

【Abstract】 China’s ecological civilization construction is facing the critical period,attack period and window period.In the macroeconomic fiscal policy and the reform of institutional mechanisms benefit the ecological protection,how to cross the important points of pollution prevention and environmental governance to fill the shortcomings of ecological livelihood is currently an urgent and important task.The in-depth development of the construction of ecological civilization system of socialism with Chinese characteristics has drawn up the outline schedule and system roadmap of the construction of the ecological civilization in China.This fundamental guarantee has become the latest breakthrough and force point in real ecological practice.Over the past 40 years of reform and opening up,it has evolved from "building ecological civilization" to "socialist ecological civilization" to "new era of socialist ecological civilization",from "ecological civilization system reform" to "ecological civilization system construction" to "ecological civilization system".It can be seen that accelerating the construction of an ecological civilization system and advancing the modernization of the national governance system and governance capabilities are not simple word-cutting and patching,but rather the manifestation of the Chinese Communists’ public awareness of their responsibilities to meet the needs of the people’s beautiful ecological environment.The Communist Party of China has continuously deepened the relationship between humans and nature in the promotion of the sustainable system plan,improved the decision-making efficiency and execution ability of the ecological modernization transformation,and formed a series of theoretical achievements in the construction of an ecological civilization system.The theoretical achievements of the construction of an ecological civilization system are the accumulated experience of the Chinese Communists in many aspects and atvarious levels,and adhere to the people’s stand,introduce regulations and learn international governance.Of course,if you want to achieve a gorgeous turn from ecological consciousness to ecological self-confidence,the most essential thing is that all people must firmly establish a vigilant awareness of ecological environmental protection and institutional self-confidence in the construction of ecological civilization in the new era of ecological civilization.Coordinate the true coupling relationship between society and natural civilization,and form a community of life in nature with me.To this end,the article first explains the current research status,logical structure,and lack of innovation through the comparison between Chinese and Western ecological civilizations in the introduction,and then analyzes and reforms the definition and analysis,the theoretical basis,and the construction of the ecological civilization system at two different stages in the new period and new era about the historical process and practical experience of China’s ecological civilization system construction since opening.The first chapter is the introduction,which is based on the analysis of domestic and foreign scholars’ review of the thoughts of the construction of an ecological civilization system,and clarifies the starting point of research,and prepares for the follow-up writing.The second chapter is the conceptual analysis and theoretical exploration of the construction of ecological civilization system.It focuses on the meaning of ecological civilization construction and the construction of ecological civilization system.It points out that the theoretical basis of ecological civilization system construction comes from Marx and Engels ecological system thought and Mao Zedong’s ecology.Institutional budding ideas.The third chapter is the construction of the ecological civilization system in the new period.It Mainly sorts out and analyzes the preliminary conception of the ecological environmental protection system,the reform and exploration of the implementation of sustainable development strategy and the new development of the construction of ecological civilization system,and outline the clear development of leader of the communist party of china in promoting the construction of ecological civilization system.The fourth chapter is the construction of the ecological civilization system in the new era,focusing on the in-depth advancement of Xi Jinping’s thoughts on the construction ofecological civilization systems,and revealing the classic theories and core idea of Xi Jinping’s thoughts on the construction of ecological civilization systems from scientific thinking.The fifth chapter is the basic experience of China ’s construction of ecological civilization system since the reform and opening up.The people ’s standpoint is the main line,the rules and regulations as a criterion,and international governance as a mirror.The practical experience formed has provided China’s governance solutions and useful lessons for the construction of ecological civilization communities in various countries around the
