数据驱动的配电网供电单元划分以及规划项目评价方法研究

【摘要】 在电网公司大力推行电力体制改革的大环境下,越来越多的社会资本引入到增量配网以及售电环节,这无疑提高了配电网规划的难度和要求。一方面,电网公司不仅需要在外部竞争压力的条件下,提高自身投资管理水平;另一方面对于区域配电网规划的透明度和精细化程度提出了更高要求。所以电网公司必须树立效率效益为中心的投资理念,统筹电网发展的各方面因素,优化投资结构和时序,重点突出有保有控。单元制规划原则是解决这些问题的重要思路和技术手段。深化单元制规划技术,对于解决当前配电网规划中出现的电网两极分化、投资孤岛和管理局限性问题具有重要意义。本文针对上述需要解决的问题,提出了一套基于单元制规划的完整配电网规划方法,主要内容包括单元格划分方法及合理性评估、配电网规划项目成效评价方法以及多维度下规划项目优选方案研究这三个方面内容。单元格划分方法及合理性评估部分,首先从意义和目的等方面分析了单元制规划的相关研究成果,通过借鉴与吸收目前网格规划的相关理论,确定以路网法和电网法相结合的单元格划分方法,从而实现电网法和路网法的优缺点互补,保证单元格划分的科学性;然后重点对单元格划分原则进行剖析,对原则逐条进行细化,提炼出用于进行单元格划分合理性评估的指标,至此形成一套从单元格划分方法到合理性评估的完整体系,实现单元格划分从无到有再到精的过程。配电网规划项目成效评价方法部分,依据电网公司“十三五”期间对于配网规划的具体要求,确定以精准投资策略为单元格内配网规划的主旨思想,针对精准投资中关于配网建设需优先考虑目标电网现状以及相关政策的要求,选取了以现状和政策分析结果为基础的配电网规划项目成效评价体系指标,结合各国标、企标中关于指标的相关定义来补充指标的隶属度函数,层次分析法确定指标权重,从而完善了评价指标体系,形成一套完整的规划项目成效的评价流程。最后是多维度下规划项目优选方案部分,此部分是以上述两个部分研究成果为基础的,首先通过引入项目属性概念,建立起规划项目与成效评价指标间的定性关系,并结合多种基础数据处理办法以及穷举法形成的规划项目方案,实现将两者间的定性关系上升到定量关系高度的目的;接着以该定量关系为基础,结合第二部分的成效评价得分计算办法,形成以成效评价得分最高为目标函数,多个约束条件限制的规划项目方案优选的数学模型;最后利用遗传算法等数据处理工具对该数学模型进行求解,求解结果可实现多个维度下的单元格规划项目方案优选问题,从而解决了如何在有限资源条件下,将配网投资效益最大化的问题。每个章节的最后都单独提供算例进行验证。
【Abstract】 Under the environment of power system reform vigorously implemented by the power grid company,more and more social capital has been introduced into incremental distribution network and electricity sales,which undoubtedly raises the difficulty and requirements of planning distribution network.On the one hand,the power grid company not only needs to improve their investment management level under the external competitive pressure.On the other hand,higher requirements for the transparency and refinement of regional distribution network planning have been put forward.Therefore,the power grid company must establish the concept of efficiency-benefit-centered investment,coordinate all aspects of power grid development,optimize the investment structure and timing,and focus on maintaining control.The principle of unit planning is an important way of thinking and technical means to solve these problems.Deepening the unit system planning technology is of great significance to solve the problems of polarization,investment island and management limitation in the current distribution network planning.In view of the above problems,this paper proposes a complete distribution network planning method based on unit planning,which includes the methods of dividing units and rationality evaluation,the evaluation methods of distribution network planning projects effectiveness and research on the optimization scheme of multi-dimensional planning projects.In the section of the methods of dividing units and rationality evaluation,firstly,the relevant research results of unit planning are analyzed from the aspects of significance and purpose.By drawing on and absorbing the relevant and current theories of grid planning,the unit division method combining the methods of road network and grid network is determined,so as to realize the complementarity of advantages and disadvantages of these two,and ensure the scientific results of dividing units.Then,the principle of dividing units is analyzed,and the principle is refined one by one,and the indicators for evaluating the reasonableness of dividing units are refined.Thus,a complete system from the method of dividing units to reasonableness evaluation is formed,and the process of dividing units from scratch to refinement is realized.In the section of the evaluation methods of distribution network planning projects effectiveness,according to the specific requirements of distribution network planning during the 13 th Five-Year Plan period of the power grid company,the main idea of distribution network planning in units is determined with precise investment strategy.Aiming at the requirement of precise investment in distribution network construction that priority should be given to the present situation of target power grid and related policies,the evaluation index system of distribution network planning project effectiveness based on the results of the present situation and policy analysis results is selected.Combining indicators in national and enterprise tenders to supplement membership functions and the method of analytic hierarchy process(AHP)to determine the weight of indicators,the evaluation index system is improved and a complete evaluation process for the effectiveness of planning projects is formed.In the section of research on the optimization scheme of multi-dimensional planning projects.This part is based on the research results of the two parts above.Firstly,by introducing the concept of project attribute,the qualitative relationship between the planning projects and the evaluation indexes of effectiveness is established.Combining with various methods of basic data processing and the planning projects plan formed by the exhaustive method,the purpose of raising the qualitative relationship between the two elements to quantitative relationship is realized;Then,based on the quantitative relationship,a mathematical model for optimum selection of planning projects with the highest score of the effectiveness evaluation as the objective function and multiple constraints is formed by combining with the method of calculating the score of the second part;Finally,genetic algorithm and other data processing tools are used to solve the mathematical model,and the results of the model can realize the optimization of unit planning project schemes in multiple dimensions,thus the problem of how to maximize the investment benefit of distribution network under limited resources will be solved.Examples are provided at the end of each chapter for verification.
