专业技术人员继续教育公共服务对策研究
Study on Countermeasures of Public Service of Continuing Education for Professional and Technical Personnel

【摘要】 专业技术人员是国家人才队伍中的重要力量,对推动科技创新和经济社会发展具有重要支撑作用。改革开放以来,我国专业技术人员继续教育工作不断加强,但是随着专业技术人员对继续教育公共服务需求更加多元化和差异化,继续教育发展不平衡、服务不充分的问题日趋明显。与此同时,互联网技术为信息快速传播奠定基础,促使知识快速更新,逐渐改变人们获取知识的方式,慕课(MOOC)课程以及基于移动终端的微课程蓬勃发展,继续教育也从原来的“线下”发展为“线上+线下”。党的“十九大”作出“办好继续教育,加快建设学习型社会”的重大决定,因此,如何加强继续教育公共服务体系建设,创新服务机制,提升服务效能,激发专业技术人员参与活力,成为亟待解决的问题。本论文主要分成四个部分:第一,总结归纳国内外继续教育相关文献及研究成果,分析专业技术人员继续教育公共服务发展现状,采用“网络在线调查”的方式对专业技术人员继续教育公共服务开展现状调查,并剖析存在的问题和影响发展的因素。第二,将新公共服务理论应用于专业技术人员继续教育公共服务领域,提出转变政府角色并加强公共服务职能、引导社会资源参与公共服务体系建设、促进继续教育公共服务资源开放共享、提升服务能力最大限度满足公共利益和转变专业技术人员理念等五大改进方向。第三,梳理继续教育公共服务典型案例,构建专业技术人员继续教育新公共服务理论模型,确定继续教育公共服务应聚焦资源、信息化、学习成果、质量和理念五个方面需求,基于新公共服务理论模型编制需求调查问卷,以江苏、广东、河南等地专业技术人员为调查对象开展网络问卷调查,共回收有效问卷235份。第四,通过问卷调查、数据统计和实证分析,较为系统地从资源、信息化、学习成果、质量和理念等方面分析目前影响专业技术人员继续教育公共服务的重要内容。最终从新公共服务理论视角出发,提出继续教育公共服务模式创新、技术手段创新、监管评估创新和强化制度衔接等改进对策及创新路径。
【Abstract】 Professional and technical personnel are important forces in the national talent bank,which play a vital role in promoting technological innovation and economic and social development.Since the reform and opening-up,the continuing education work of professional and technical personnel in China has been continuously strengthened.However,the demand for the public service of continuing education for professional and technical personnel has been more diversified and differentiated.The problems of imbalanced continuing education development and service inadequacy have become more obvious.Meanwhile,Internet technology has laid foundation for the rapid information spreading,which prompts the fast knowledge updating as well as the gradually renovation of ways to obtain knowledge.Due to the boom in MOOC courses and micro-courses based on the mobile terminal,the pattern of continuing education has also evolved from the original "offline mode" to "online-offline mode".The 19 th National Congress of the Communist Party of China made the decision to well run the continuing education and accelerate the construction of a learning society.Therefore,how to strengthen the construction of a public service system for continuing education,innovate the service mechanism,improve the service efficiency and stimulate the participation of professional and technical personnel have become the urgent issues.The content of the paper includes four parts as follows:Chapter one generalizes the relevant documents and research achievements on continuing education both home and abroad.Through the “online survey” pattern,the survey about the status quo of public service of continuing education for professional and technical personnel has been carried out and the existing problems and factors affecting development have been analyzed.Chapter two briefly elaborates the new theory of public service.The new theory has been applied to the field of public service of continuing education for professional and technical personnel.Views on changing the role of the government,strengthening the function of public service,improving service capabilities to maximum meet the public interests,promoting the sharing of public service resources for continuing education and transforming the concepts of professional and technical personnel have been put forward.Chapter three presents the typical cases on public service of continuing education.A new theoretical model about public service of continuing education for professional and technical personnel has been built.The new model clearly demands that the public service of continuing education should focus on resource,informatization construction,learning outcome,quality and philosophy.Based on the new model,a questionnaire has been designed and sent out to the professional and technical personnel in Jiangsu,Guangdong and Henan provinces.Altogether,235 valid questionnaires have been collected.Chapter four systematically analyzes the important contents affected the public service of continuing education for professional and technical personnel from the aspects of resource,informatization construction,learning outcome,quality and philosophy by the methods of questionnaires,data statistics and empirical analysis.In the end,from the perspective of new public service theory,improvement measures and innovation paths are put forward,such as the renovation of public service pattern,the innovation of technical means,the perfection of regulatory assessment and reinforcement of institutional connection.
