【摘要】 当前,国家监察体制改革系列工作正在逐级推进。在国家监察体制改革正在全面推进的大背景下,国有企业纪检监察工作如何更好地开展,还需要进一步开展深层次的研究。在国家监察体制改革这个大背景下,通过对国有企业纪检监察工作的研究,查找纪检监察工作中存在的问题,并分析原因,提出解决建议,提供实践方面的参考,为纪检监察工作研究提供理论支撑。通过文献研究方法,研究了国内和国外的纪检监察工作研究现状,分析了当国家监察体制变革的历程和内容。通过数据分析方法,从国家、北京市两个层面对十八大以来的纪检监察工作成果进行了研究。采用调研问卷和面对面访谈方式,分别从国有企业员工和纪检监察工作人员的角度,对北京市国有企业S公司的纪检监察工作开展情况、工作成效、人员履职难点等情况进行了调研,最终查找了落实“三转”要求不够到位、对层层传导全面从严治党压力的监督不够到位、贯彻执行上级工作部署和要求不够到位、工作过程中存在一定程度上的形式主义、纪检工作精准度不够强、执纪审查工作规范性不够强、同级监督力度不够强、办案安全存在隐患、纪检干部专业基础有待进一步提升、纪检干部队伍人员结构有待完善等问题,并根据激励理论、权力制衡理论、博弈论、依法治国理论等方面理论,分析了产生问题的原因,认为当前国有企业纪检监察工作问题产生的原因有教育宣传不到位、廉洁文化建设工作成效不足、纪检监察工作保障不足、纪检监察工作机制不科学等原因。依据激励理论等理论,提出了加强教育宣传、打造廉洁文化品牌、加强纪检监察组织建设和履职保障、科学构建工作机构和机制等建议,为国有企业更好地对接国家监察体制改革、更好地保障纪检监察组织履职尽责方面,提供了可供参考的理论支撑和具体的实践建议,为监察体制改革进一步向国有企业延伸与对接提供了理论和实践参考。更多还原

【Abstract】 At present,the national supervision system reform series work is advancing step by step.Under the background that the reform of national supervision system is advancing in an all-round way,how to better carry out the discipline inspection and supervision work of state-owned enterprises needs further in-depth research.Under the general background of the reform of the national supervision system,through the research on the discipline inspection and supervision work of state-owned enterprises,the problems existing in the discipline inspection and supervision work are found,the causes are analyzed,Suggestions are put forward,practical references are provided,and theoretical support is provided for the discipline inspection and supervision work research.Through the method of literature research,this paper studies the present situation of discipline inspection and supervision at home and abroad,and analyzes the course and content of the reform of national supervision system.By means of data analysis,this paper studies the achievements of discipline inspection and supervision since the18 th national congress of CPC from the national and Beijing levels.By means of questionnaire and face-to-face interview,the investigation is conducted on the implementation of the discipline inspection and supervision work of S company,a state-owned enterprise in Beijing,as well as the work results and difficulties in personnel’s performance of their duties from the perspectives of employees of state-owned enterprises and discipline inspection and supervision staff.Finally find the implementation of "three circles" request is not in place,full of layers of conduction,the supervision of the governing party pressure is not enough in place,to carry out the parent work deployment and the request is not in place,in the process of the work there is a certain degree of formalism,the disciplinary inspection work precision is not strong,strong enforcement examination work is not very normative,supervision strength is not strong,at the same level of security cases,there are hidden dangers,disciplinary inspection cadre of professional needs further improve,needs to improve disciplinary inspection cadres personnel structure,and according to the incentive theory,power balance theory,theory of game theory,the rule of law theory,analyzes the causes of the problem,The reasons for the problems of discipline inspection and supervision in state-owned enterprises are as follows: inadequate education and publicity,insufficient effect of clean culture construction,insufficient guarantee of discipline inspection and supervision,and unscientific mechanism ofdiscipline inspection and supervision.Based on the theory of incentive theory and so on,proposed to strengthen the propaganda education,create honest cultural brand,to strengthen the construction of discipline inspection organization and role and security,science,build working organs and mechanisms and so on,for the better docking state supervision system reform of state-owned enterprises,to better safeguard discipline inspection organization started their duty,provides the theory reference and practice advice,for the supervision of the docking system reform further extended to state-owned enterprises and provides a theoretical and practical reference.更多还原
