【摘要】 国家文化安全是指国家文化生存免于威胁或危险的状态,即国家拥有的文化主权不受侵犯,民族文化的主体地位不致失落,意识形态主导地位不受威胁。文化安全问题系因经济全球化、全球信息化以及国家间竞争性质的演变而变得日益突出。习近平总书记高度重视文化安全工作,十八大以来,其就国家文化安全问题发表了一系列新思想、新观点、新论断。习近平的国家文化安全观是习近平国家总体安全观的重要内容,亦为习近平新时代中国特色社会主义思想的重要组成部分,对其进行系统的研究,不仅具有很强的现实意义,而且具有较高的学术价值。习近平国家文化安全观的产生,既有鲜明的时代背景,又有深厚的思想理论基础。社会各种思想文化纷纭激荡,各种敌对势力对我国的攻击渗透日益加紧,而我国文化建设又存在突出的短板和弱项,习近平国家文化安全观就是在这样的背景下形成的。而马克思、恩格斯、列宁等马克思主义经典作家以及毛泽东、邓小平、江泽民、胡锦涛等中共领导人关于文化安全的重要论述则为习近平国家文化安全观的形成奠定了重要的理论基础。维护国家文化安全的路径及举措是讲的最多,因而也是其国家文化安全观最重要、最核心的内容,新时代维护国家文化安全,主要应做好以下四项工作:着力抓好三大阵地的意识形态工作、提高国家文化软实力、加快构建中国特色哲学社会科学和切实提高党的新闻舆论“四力”。习近平关于维护国家文化安全的系列论述中,还含有确保文化领域安全重要性、紧迫性的阐释,并间有提出文化安全建设须遵循之原则,后者主要包括党管文化、主动作为、正面鼓劲、统筹推进、敢于亮剑等。习近平的国家文化安全观不仅具有重要的理论价值,而且具有很强的实践价值。就前者而论,它丰富和发展了中国特色国家治理理论和马克思主义意识形态理论;就后者而言,为建设社会主义文化强国提供了科学指南,为维护国家政治安全提供了坚实保障,为发展中国家的文化安全工作提供了有益参考。本文主要采用了文献研究法和比较研究法。尽力收集研读十八大以来习近平总书记关于国家文化安全的系列论述、党和政府发布的相关文件,并尽力搜阅学术界的相关研究成果,期能全面准确阐释习近平国家文化安全观。同时,将习近平国家文化安全观与马克思主义经典作家以及毛泽东、邓小平、江泽民、胡锦涛等人相关思想进行归纳对比,冀以发现习近平国家文化安全观对前人的继承与突破。本文创新之处主要有一点:主要是对习近平国家文化安全观的主要内容作了比较全面的归纳,论文明确指出,维护国家文化安全的路径及举措是习近平文化安全论述的重点,因而也是习近平国家文化安全观最重要最核心的内容,并将国家文化安全建设的重点归纳为四个方面,其中关于意识形态工作重点领域的概括以及如何提高新闻舆论四力的归纳都稍具新意。此外,对散见于习近平诸多著作中关涉文化安全建设的原则也做了简要的总结。更多还原

【Abstract】 National cultural security refers to the state of national cultural survival from threat or danger,that is,the cultural sovereignty owned by the state is not violated,the main role of national culture is not lost,the dominant role of ideology is not threatened.The issue of cultural security has become increasingly prominent due to the evolution of economic globalization,global informatization and the nature of competition among countries.General secretary Xi Jinping attaches great importance to the work of cultural security.Since the 18 th national congress of the communist party of China(CPC),he has issued a series of new thoughts,views and judgments on the issue of national cultural security.Xi Jinping’s concept of national cultural security is an important part of Xi Jinping’s overall national security concept and an important part of Xi Jinping thought on socialism with Chinese characteristics for a new era.The emergence of Xi Jinping’s concept of national cultural security has not only a distinct historical background,but also a profound ideological and theoretical foundation.Xi Jinping’s concept of national cultural security was formed against the background of various ideological and cultural differences in the society,the increasingly intensified attacks and infiltration of various hostile forces on China,and the prominent weaknesses and weaknesses in China’s cultural construction.On the other hand,Marx,Engels,Lenin and other classical marxist writers,as well as MAO Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao and other communist party leaders on the cultural security of the important discussion on the cultural security of Xi Jinping’s view of the formation of an important theoretical basis.Safeguard national cultural security is path and measures about the most,and hence its national culture security is the most important,the core content,new age safeguard national cultural security,the main work should do well in the following four: three positions of ideological work focus,improving national cultural soft power,speed up the construction of philosophy and social science with Chinese characteristics and improve the party’s news public opinion "four force".Xi Jinping’s series of discussions on safeguarding national cultural security also include explanations on the importance and urgency of ensuring security in the cultural field,and also put forward the principles to be followed in the construction of cultural security,which mainly include the party’s management of culture,active action,positive encouragement,coordinated promotion,and the courage to show the sword.Xi Jinping’s concept of national cultural security has not only important theoretical value,but also strong practical value.As for the former,it enriches and develops the theory of national governance with Chinese characteristics and the theory of marxist ideology.As for the latter,it provides a scientific guide for the construction of a socialist cultural power,a solid guarantee for the maintenance of national political security,and a useful reference for the cultural security of developing countries.This paper mainly adopts the literature research method and the comparative research method.We will try our best to collect and study general secretary Xi Jinping’s series of statements on national cultural security since the 18 th national congress of the communist party of China(CPC),and relevant documents issued by the party and the government.We will also try our best to search the relevant research results of the academic community,so as to fully and accurately explain Xi Jinping’s concept of national cultural security.At the same time,the author compares Xi Jinping’s concept of national cultural security with the thoughts of marxist classic writers and those of MAO Zedong,Deng Xiaoping,Jiang Zemin and Hu Jintao,so as to find the inheritance and breakthrough of Xi Jinping’s concept of national cultural security.There are two innovations in this paper: first,it makes a comprehensive analysis of the historical background of the formation of Xi Jinping’s concept of national cultural security;The second is the main content of Jinping national culture security concept are completely summarized,the paper made clear that the path of the safeguard national cultural security is the key of the Jinping cultural security is discussed,and measures and hence Jinping national culture security concept at the core of the most important content,and will be the focus of the construction of national culture security into four aspects,generalization of the ideological work of the key areas,on how to construct the Chinese characteristic philosophy and social sciences,as well as how to improve the induction of news public opinion force of four somewhat innovative.In addition,it also makes a brief summary of the principles related to cultural security construction which are widely seen in many works of Xi Jinping.更多还原
