【摘要】 开发区发展模式是我国改革开放以来经济快速增长的重要经验之一,对驱动我国城镇化发展、城市空间拓展、空间形态重构起到了重要的作用。自“一带一路”倡议提出以来,境外园区成为我国国际经济产业合作的重要平台,是当前我国与沿线国家优势产能输出、产业技术合作和品牌文化输出的主要载体,为当地产生了经济产业发展、就业带动等一系列影响。规划作为引导境外园区合理布局、科学发展的重要内容,对其实施过程产生的各类影响进行评估是指导园区理性发展、规避风险的有效途径,不仅有利于保障境外规划实施反馈机制的形成,也对优化当前境外园区规划编制体系、针对性地完善规划引导策略与编制内容具有重要意义。然而既有研究对于规划实施影响评估的概念界定尚不清晰,也鲜有境外园区规划评估的相关研究,同时受限于实施发展环境的差异性,国内既有评估体系在境外也缺少适应性,目前暂未形成一套成熟的境外园区规划实施影响评估体系。因此,本文结合实施环境的特殊性从境外园区规划实施影响评估的内涵与价值解析入手,建构了境外园区规划实施影响评估体系,并从规划实施影响前评估和规划实施过程影响评估两个方面以中白工业园为案例进行了实证分析,对境外园区规划编制与优化发展具有较强的现实意义,也为同类型境外园区的实施建设优化方向提供参照。全文主要分为四个部分,分别为基础研究部分、理论研究部分、实证研究部分和研究结论部分,共六章。其中,第一章为基础研究部分,主要阐述了本文的研究背景和意义,界定了相关概念并对境外园区和规划评估相关研究进行了评述,提出了本文的研究思路与框架;第二章为理论研究部分,主要对城市规划评估的价值体系与内涵等理论与研究进行梳理,归纳总结境外园区规划实施影响评估内涵,在此基础上结合评估环境特殊性建构了评估体系。第三、四、五章为实证研究部分,其中第三章对中白工业园所在白俄罗斯的规划体系、地方园区发展和案例规划内容概况进行了阐述;第四章、第五章分别就本文提出的境外园区规划实施影响评估体系以中白工业园为例进行了实证研究,其中第四章为规划实施前影响评估,对中白工业园博弈主体、基本机制进行分析,并从四个方面的合理性入手分别进行了综合评估及其原因解释;第五章为规划实施过程影响评估,分别运用产业集聚度、空间句法、语义分析等评估方法对中白工业园经济产业、空间、社会影响三个方面进行了评估。第六章为研究结论部分,在总结了中白工业园实施建设的成绩、经验与问题基础上,就评估结果分别从境外园区规划编制和中白工业园优化发展两个角度提出了策略与建议,最后总结了本文创新点及有待进一步研究的问题。研究发现,境外园区规划建设发展过程中评价其经济、空间、社会所代表的发展价值、带动价值以及提升价值的内在有效性,是境外园区规划实施影响评估的主要价值导向,其中经济效益是境外园区投资建设的基本保障与首要目标,空间建设是发展外部性的体现,而社会融合是长远发展的内在保障。实证结果显示,境外园区规划编制过程实质是各类利益主体博弈过程的体现,通过规模合理性、结构合理性、产业合理性、配套合理性四个维度对中白工业园规划编制合理性进行评估,结果显示其总体合理性欠缺,其中规模合理性和产业合理性的不足较为显著,不对等的综合收益及投资压力、机会成本和发展成本博弈是主要成因;而规划实施过程影响评估结果显示,中白园区经济产业实施过程中对地方的带动效应逐步显现,产业链协作、联合建设合作研发等模式不断促进地方行业发展,国内优势行业的融合带动效应初步显现,但产业集聚度有待加强;空间发展具有较强的集聚性且影响了外部城市空间的骨架形态、空间拓展方向,有助于区域功能网络的建构;而社会影响评估结果显示公众除对产业发展持正向评价外对其余方面均呈现不同程度的负向评价,就业与社会融合是影响园区社会影响的最关键因素。更多还原

【Abstract】 The model of development zone is one of the important experiences of rapid economic growth since China’s reform and opening up,which played an important role in driving China’s urbanization development,urban space expansion and spatial shape reconstruction.Since "the Belt and Road" initiative was put forward,chinese overseas parks have become an important platform for China’s international economic and industrial cooperation,and the main carrier of China’s advantageous production capacity output,industrial technology cooperation and brand culture output in the countries along the route,which has produced a series of influences such as economic industry development and employment driving.As an important part to guide the rational layout and scientific development of overseas parks,planning evaluation is an effective way to guide the rational development of the park and avoid risks.It is not only conducive to the formation of feedback mechanism for planning and implementation,but also important for optimizing the planning system and improving the planning and guiding strategy.However,the definition of implementation impact evaluation is not clear,and there are few related studies on the planning evaluation of overseas parks.And due to the differences of evaluation environmen,the existing evaluation system is also lack of adaptability outside the country,a set of clear impact evaluation system for overseas park has not yet been formed.Therefore,based on the particulary evaluation environment,this paper starts with the analysis of the connotation and value of planning evaluation,and constructs the evaluation system from two parts including the pre-impact and implementation process impact evaluation.Finally,this paper takes ChinaBelarus industrial park as an example,which has a strong practical significance for the optimization and development of overseas park planning,and also provides reference for other same type of overseas parks.This paper is divided into four parts,including the basic research part,the theoretical research part,the empirical research part and the research conclusion part.The first chapter is the basic research part,which mainly expounds the research background and significance of this paper,defines related concepts and reviews related research,and puts forward the framework of this paper.The second chapter is the theoretical research part.It mainly combs theory and research of the value system and connotation of urban planning evaluation,summarizes and combines the connotation and evaluation system of planning evaluation about Chinese overseas parks.The third,fourth and fifth chapters are part of the empirical research.The third chapter expounds the overall overview of China-Belarus industrial park,including the planning process and specific content.The fourth and fifth chapter carry out the empirical research.And the fourth chapter is the pre-planning impact evaluation,including analyzing the main body and basic mechanism,and evaluating the explanation and causes from four aspects.The fifth chapter evaluates the economic,industrial,spatial and social impacts by means of industrial agglomeration,semantic analysis and questionnaire survey.The sixth chapter is the conclusion of the study.On the basis of summarizing the achievements,experiences and problems of the implementation of the construction of China-Belarus industrial park,this paper puts forward strategies and suggestions from the perspectives of overseas park planning and optimization development of China-Belarus industrial park.Finally,it summarizes the innovations of this paper and the issues to be further studied.The study finds that the main value orientation about implementation impact evaluation is the driving and intrinsic effectiveness value represented by the economy,space and society.Economic benefits are the basic guarantee and primary goal of investment and construction of overseas parks.Space construction is the embodiment of the development of externalities,and social integration is an inherent guarantee.The empirical results show that the process of planning the overseas parks is the embodiment of the game process of various stakeholders.Through evaluating scale rationality,structural rationality,industrial rationality and supporting rationality of China-Belarus industrial park,results show that the overall rationality is lacking,and the lack of scale rationality and industrial rationality is more significan,unequalized comprehensive income and investment pressure,opportunity cost and development cost game are the main causes.The results of the impact assessment of the planning implementation process show that the driving effect of local economic development in the process has gradually emerged.The modes of industrial chain cooperation and joint construction continue to promote the development of local industries and achieve the integration of domestic advantageous industries;Spatial development has a strong agglomeration and affects the skeleton shape and spatial expansion direction of the external urban space,which contributes to the construction of regional functional networks;The results of the social impact assessment show that the public has a negative evaluation except the industry,employment and social integration are the most critical factors affecting the social impact of the park.更多还原
